【蔡筱雯／綜合外電報導】法國霞慕尼地區新添觀光設施，海拔3800公尺的南針峰山頂上建築了一座透明觀景台，膽大遊客可換上軟拖鞋，走進長2公尺、寬1.7公尺的玻璃屋，俯瞰腳下懸空1000公尺的景色。

觀景台名為「步入虛無」，17日讓媒體記者嘗鮮拍照，21日正式開放遊客預約參觀。

　　聯準會(Fed)周三投票決議自每月850億美元購債計劃中，削減100億美元，1月開始生效。

央行亦表示，將維持聯邦基金利率於接近零水平，且維持時間將遠超過失業率降至6.5%之下之時。

這次縮減購債將包括抵押貸款擔保證券與政府公債。

Fed將削減每月購買抵押貸款擔保證券50億美元至350億美元，每月購買政府公債削減50億美元至400億美元。

Fed投票係以9票對1票通過決議。波士頓Fed銀行總裁Eric Rosengren投下反對票。他稱這次行動為時過早。

圍堵歐債危機，歐盟財長挑燈催生歐洲銀行聯盟

歐元區28國財長18日在比利時首都布魯塞爾挑燈夜戰，希望敲定歐洲銀行聯盟運作框架，以避免日後再有銀行倒債拖垮國家財政，甚至引發區域性債務危機的情事發生。

為全力防堵歐債危機重演，歐盟計畫建構的歐洲銀行聯盟共包含三項機制分別為，單一監管機制(Single Supervisory Mechanism，簡稱SSM)、單一清算機制(Single Resolution Mechanism，簡稱SRM)，與共同存款保險機制。

SSM職權目前已賦予歐洲央行(ECB)，而與SSM關係密不可分的SRM則是用來穩定金融系統，或必要時直接下令處決、關閉有問題的銀行，其目的在於確保未來納稅人不用再為這些捅婁子的銀行壞帳買單。

由於為期兩日的歐盟高峰會將在周四登場，因此當日晚上一定要有結果，如此歐洲銀行聯盟協議才能在峰會上進行表決。據法新社報導，法國財長Pierre Moscovici表示，今晚是歷史性的一刻，一定會有決定性的共識產生。歐盟執委會主席巴羅索(Jose Manuel Barroso)與歐元區集團主席Jeroen Dijsselbloem也均對協商進度感到樂觀。

美國聯準會(FED)18日意外啟動量化寬鬆(QE)減碼機制，自明年1月起，每月購債規模將由850億美元減少100億美元至750億美元，其中美債、不動產抵押債券各減買50億美元。

此前，儘管多數經濟學家並不認為FED會有減碼的動作，但由於幅度不大，僅是象徵性的降低100億美元，且是基於美國經濟展望轉強，因此美股聞訊短暫下跌後立即止跌回升，道瓊盤中勁揚217點、標普500指數同步彈升1.12%。

FED在聲明稿上指出，經濟活動以及就業市場狀況已有改善，與整體經濟轉強走勢一致。不過為了市場利率穩定，FED並不急於升息，且加註低利率政策將一直維持到失業率遠低於6.5%為止。美國11月份的失業率為7%。

據MarketWatch報導，全場唯一對QE減碼決策表示反對的是波士頓聯邦準備銀行總裁Eric Rosengren，他認為目前時機尚未成熟。

FED還表示，未來如果經濟表現與預期一致，往後的利率例會上將會再適量縮減購債規模，但這並不是預設走向。
