立法院司法與法制委員會上午審議陸海空軍服制條例修正草案，由嚴德發率官員備詢，對募兵制能否達成，嚴德發說，募兵是目前國軍最重大的政策，這個政策絕不會變，將會持續貫撤募兵制政策，現在是屬於驗證期間，軍方有發現窒礙問題，如招募人力不足，未來將採取許多配套措施，希望跨部會、跨院會都能支持，呼籲國人支持，完成募兵制。
