【林慧娟／綜合報導】2013年「地球小姐選美大賽」（Miss Earth）明天（周六）晚間在菲律賓登場，19歲的中華民國小姐亞軍李律瑩代表台灣參賽，個性活潑開朗的她表示，最想向世界宣傳台灣獨特的夜市文化。
 
李律瑩是萬能科技大學商業設計系二年級學生，在中華民國小姐選拔中吹奏薩克斯風，並以幽默機智的風格奪得亞軍，這次代表台灣參選2013地球小姐。她受父親有機蔬菜栽種事業影響，希望透過參選地球小姐，呼籲更多人關心環境保護。Star World頻道明晚8點將直播這場選美盛會。

【羅雨函／綜合報導】韓國女子夯團「少女時代」人氣成員潤娥，最近忙著拍攝《總理和我》，她日前和同劇演員們一同錄製韓國綜藝節目《Happy Together 3》時，自爆小學時曾暗戀一位男生，最近透過電話聯繫上了，她表示心情很奇妙，因為對方也知道她曾經喜歡過他，她在電話中為了怕對方先說出來會尷尬，大方向那位男生坦白以前喜歡過他的事，反而讓對方害羞不已。
 
潤娥日前還隨著該劇舉辦製作發表會，她挽著同劇演員李凡秀的手現身，甜美的笑容風靡現場，讓攝影機的鎂光燈閃不停。她在劇中飾演糊塗但個性活潑的記者，和李凡秀飾演的總理展開浪漫歡樂的愛情故事，該劇9日在韓上檔。

【許敏溶╱台北報導】受東北季風及輻射冷卻效應影響，今天清晨嘉義出現全台最低溫9.1℃，中央氣象局表示，今明兩天受到東北季風影響，水氣較多，北部、東半部有短暫雨，其他地區為多雲到晴的穩定天氣，但各地早晚氣溫偏低，早出晚歸民眾要注意保暖。

  氣象局預報員姜禮鴻說，這波東北季風帶來冷空氣不強，水氣也不多，玉山清晨雖出現零下1.7℃，但並未降雪，這波東北季風周日減弱，但北部、東半部仍有短暫雨，下周一因為鋒面通過及東北季風增強雙重影響，屆時北部、東半部有短暫雨，中南部山區也有局部短暫雨，其他地區為多雲，北部及東北部氣溫也會下降，估計低溫下探14℃。

【許敏溶╱台北報導】台灣大學副校長陳良基今早指出，台灣想轉型為創新經濟是很好策略，但台灣的法令、預算分配及研究計畫的審查，幾乎和20、30年前差不多，大學研究沒有原創性，台灣產業只是「快速的追隨著」，沒有能力研究新技術、開發新產品，政府應修改制法令、預算分配，才能在創新經濟上有所進展。

國科會舉辦的第二次科學技術發展諮議會議，今進入第二天議程，討論主題為如何建立創新環境，陳良基在進行「台灣的創新生態系統」演講時指出，台灣想投入創新經濟，但相關法令、預算分配幾乎和他學生時代差不多，教授不可以成為新創公司董事會的成員、不可以擁有董事會超過10%的股份，真正的技術擁有者無法建立公司。

陳良基也點出台灣產業與學術界的問題，產業界也很少投入研發，產業是「快速的追隨著」，沒有能力研究新技術、開發新產品，故產品生命週期短，結果利潤有限。
