外長：甘比亞對台欠款 還款付息均正常

外交部長林永樂今天赴立法院就「台甘斷交始末及後續處理情形」進行專案報告。立法委員蔡煌瑯質詢時要求外交部應立刻對甘比亞提出國際訴訟，要求甘比亞將所有和我國申請的貸款立即返還。

蔡煌瑯還說，過去台灣有七、八個斷交國，總共欠了台灣5、6億美元，質疑外交部若不打國際官司，將被人家當凱子。

林永樂回應，甘比亞和我國貸款都屬商業合約，由中國信託國際商銀貸款，並由紐約法院管理，目前甘比亞還款付息都相當正常。此外，外交部會進一步追蹤，並透過紐約法院採取必要的方式。但對於是否要立即追回貸款，林永樂說，會依法律處理。

蔡煌瑯：斷交國 欠債達4.7億美元

中華民國和甘比亞日前斷交，外交部長林永樂和駐甘比亞大使陳士良今天赴立法院就此事進行專案報告，民進黨立委蔡煌瑯關注「討債」進度，他說，甘比亞這種指向錢看、沒有江湖道義的朋友，早斷早好，但是中華民國借給甘比亞的錢，一定要立刻全數追回。縱然林永樂保證，外交部對債權都有掌握，甘比亞的債信良好，也有定期還款，對於立委要求立刻全數追回，林永樂沒有正面回應。

蔡煌瑯進一步拿出資料指出，斷交國欠債不只甘比亞，且甘比亞欠的算少，其他如塞內加爾向我國借貸373萬美金、格瑞那達1200萬美金、尼日7200萬、查德3000萬美金、馬其頓6000萬美金、甘比亞1000萬美金，哥斯大黎加的負債更高達2億9000萬美金，總計共有4.7億美元。金額相當驚人，蔡煌瑯說，這些斷交國的欠款，幾乎都還沒有討回來，要求外交部必須積極進行，也不能讓新斷交的甘比亞濛混過關。
