補救教學放寬資格　明年擴及國三生

【劉嘉韻╱台北報導】協助弱勢學生學習，教育部編列明年以14.9億元辦理國中補救教學，且國三學生只要學習成就低落，就可參加補救教學，預估將增500班、5千名學生受惠。

立院今審教育部明年度預算，在國中小補救教學部分，明年預算將比今年增加2.9億元。教育部國教署指出，國中小補救教學原限定符合家庭經濟弱勢、學習成就低落的「雙低」資格才能參加，因應12年國教，去年起從國一開始放寬資格，只要符合學習成就低落，即可參加補救教學。

國教署指出，只要學習評量未達標準，即都會區學生成績在全班後20%、非都會區在全班後35%，即符合參加資格，目前全國共有16萬名國中小學生接受補救，明年放寬國三生資格，預估將增加500班，新增5千名非經濟弱勢家庭學生受惠。

【林浩昇／台北報導】福特六和於今（20）日，正式在國內發表全新進口車系EcoSport，其是一款都會訴求的小型SUV休旅車，在Ford原廠規劃下，新車售價依配備，區分為都會時尚型69萬9000元、都會尊貴型74萬9000元，希望以此價格帶，吸引喜愛休旅車高視野，又想同時擁有小車油耗的年輕消費族群。

軍人結夥搶劫 變裝難逃科技天眼

〔自由時報記者吳岳修／台北報導〕陸軍關渡指揮部軍人林士鈞、徐智威涉嫌結夥搶劫，為躲避查緝，犯案前後及逃逸途中換裝3次、換車2次，警方以地緣關係結合清樓專案，再動用人臉辨識系統及通聯分析，昨將2匪緝拿歸案。

9月21日天兔颱風襲台，一女子凌晨剛從台北市萬華阿公店下班，行經華西街時，突遭2男尾隨強搶皮包，損失6600元及3支手機，搶匪分頭搭計程車逃逸。

警方調閱監視器清查，2名搶匪在案發前數小時，即在當地找目標，曾鎖定一名女子，但當時華西街夜市人潮較多，2匪不敢下手。

警方發現，2匪年輕、理平頭、身材壯碩，犯案前觀察環境穿著一套衣服，下手時還換上不同衣服，行搶後在環河南路搭乘計程車離開，在長沙街下車後，走到桂林路換搭第2輛計程車，步行途中再換穿第3套衣服，想混淆警方偵辦。

警方鍥而不捨追查，發現其中一名搶匪最後又回到環河南路上車處附近，研判有地緣關係，全面清查可疑對象，配合動用人臉辨識系統與I2視覺化分析平台（分析電話通聯技術），鎖定在陸軍關渡指揮部服役的林士鈞（20歲）涉案。

為找出第2名搶匪，警方故意打草驚蛇，直接登門查訪林士鈞，等警方離開，林士鈞即打電話給派往高雄鳳山步兵學校受訓的徐智威（23歲）串供，警方昨將2人逮捕。

林士鈞供稱，為了支付機車貸款而犯案，另曾赴台中、高雄犯下2起竊盜案，警依搶奪及竊盜罪嫌移送法辦。

不只七七行館　議員爆：劉政池吞20頃建溫泉大夢

台北市議員何志偉今（20）日召開記者會，踢爆苗栗縣長劉政鴻弟弟劉政池不僅日前曝光的「77行館」，還利用巧取豪奪的方式侵佔國有地與私有地，準備從北投登山路延行義溪一路，染指近20公頃的土地，目的就是要打造專屬他的溫泉大街。

何志偉上午召開記者會再咬劉政池，他表示自己接獲陳姓民眾的投訴，原本想在北投泉源路等數個土地，打造一個休閒農場，無奈資金周轉困難尋求劉政池借貸，結果劉政池卻想將他的土地合併「77行館」大炒地皮、強佔土地，目前兩人還因土地糾紛在進行司法訴訟。

何志偉發現，劉政池沿泉源路到行義溪，已經默默吃下了32筆土地，再加上承租的508號國有地，根本就是陽明山的超極大地主。

此外，疑似被劉政池過度開發，原本是讓人行走的自然道路，都已拓寬成怪手、卡車可通行的道路。

何志偉拿出空拍圖，上頭顯示民國97年的道路相當自然，周圍也有不少綠樹，但民國101年的空拍圖，卻明顯看到遇山開挖遇水開橋的場景，痛批這完全違反水土保持法。

離譜的是，當年台北市大地工程處僅罰款8萬元，罰完後也未要求「恢復原狀」，主因是認定困難，此外今年9月還目睹當地有怪手進出，他質疑市府執法和查緝的決心。
