【石秀華／高雄報導】高市民營東西區拖吊場合約到期，10月進行的委外招標作業已5度流標，為維護道路交通安全，市區拖吊作業暫時由公營的憲政、翠華拖吊場執行，原民營拖吊場駐場的3名警員則調派28名至憲政及翠華拖吊場，另5名警員則到鳳山拖吊場支援。
 
由於商圈及交通轉運點常聚集人車潮，交通局與警察局除成立違規停車聯合稽查小組，警方也採2名警員為1組的機動巡邏方式，及時處理違停案件，若發現違停車，警員逕行開單取締，每2小時採連續舉發，若危及人車通行，則呼叫拖吊車到場拖吊。

為了爭取釣魚臺主權，日本開始主打文宣戰。NHK報導，日本外務省近期在網路上傳影音，說明日本擁有島嶼的歷史及國際法上根據。對此外交部回應，日本任何的宣傳手法都屬無效，我擁有釣魚臺主權不容置疑。

報導指出，這一分半鐘的宣傳影片，強調日本擁有釣魚台、竹島主權，說明在歷史上、第二次世界大戰後、舊金山和約都確認是日本的領土，內容還包括當時的歷史照片與影像。未來外務省要陸續推出英文、中文等10多種語言版本，藉此向世界表明立場。

檢視日本這波宣傳影片，確實有相當大影響效益，截至24日為止，釣魚臺主權影片已有近20萬人次瀏覽，對比我國先前的宣傳文宣(瀏覽人數不到1萬)，有相當的落差。

外交部表示，政府重申釣魚台列嶼是中華民國固有領土，對日本任何意圖損及釣魚台列嶼主權主張的說法及宣傳手法，都屬無效。釣魚台列嶼是中華民國固有領土、台灣附屬島嶼，無論就國際法、地理、地質、歷史與使用等各項觀點，主權屬於中華民國不容置疑。

外交部表示，政府捍衛釣魚台列嶼主權決心堅定不移，將持續向國際宣示中華民國對釣魚台列嶼主權主張，並呼籲相關各方自制，響應東海和平倡議，使東海成為「和平與合作之海」。
