行政院長江宜樺昨（27）日視察金防部時表示，希望大膽島及二膽島依金門縣政府所規劃，在明年6月30日前完成移交，順利對外開放；並且將保留適度兵力，維繫大膽島及二膽島軍事防衛的需求。
江宜樺指出，金門是中華民國的前線，其中大膽島、二膽島可說是前線中的前線，離島中的離島。大二膽島在過去歷史有許多輝煌戰役的紀錄，金門更經歷古寧頭大捷、八二三砲戰等，具有重要的軍事歷史和遺跡。
江宜樺表示，民國81年戰地任務解除後，金門縣政府希望活化利用包括大二膽島在內的軍事設施與遺址，所以行政院先前責成政務委員林政則組成專案小組，進行跨部會及中央、地方政府的協調，對於大二膽島的接管和移交已大致獲得共識。
他說，大二膽島的移交開放，除了文化部建議的重要文化資產據點外，請國防部仔細評估哪些軍事設施及場所應完整保留，再與金門縣政府協商如何移交與利用，並請林政則繼續協助跨部會協商，希望依金門縣政府所規劃在明年6月30日前完成移交，順利對外開放。
江宜樺強調，國軍兵力在大二膽島上絕對不是要成為觀光客取景拍照的對象，政府在規劃未來開放的過程中，應發揮讓國人認識戰地文化的教育功用，同時也不妨礙軍事任務執行。
