【李忠謙／綜合外電報導】日本共同社報導，日本政界目前普遍認為，日本首相安倍晉三將在就任滿一周年的12月26日之前參拜靖國神社。因為安倍傾向每年參拜一次靖國，待12月6日臨時國會閉幕後，安倍比較沒有重振經濟的壓力，屆時可能就是他參拜靖國神社的最佳時機。

安倍去年12月就任首相後，曾因國際局勢決定不去參拜靖國神社。但他日前也向媒體吐露心思：「我對第一次執政時沒能參拜感到痛恨至極，這種心情至今未變。」自民黨總裁特別輔佐官萩生田光一稱：「我認為他（安倍）在一周年這個時間肯定會去參拜。」

【於慶中／綜合外電報導】一項研究顯示，洗手可以讓人在面對挫敗時更樂觀，但也會降低發奮動力、意志消沉。

德國科隆大學進行的研究，將98人分成3組，先讓其中兩組人完成一項「不可能做到的事」，讓他們充滿挫敗感，然後叫其中一組人洗手，再讓這兩組人完成第二項艱難任務。結果發現，洗了手那一組，在經歷第一次挫敗後，較沒洗手那一組更樂觀自信，但在進行第二項任務時的表現卻較差，成績和只參加第二次任務的第三組人差不多。

分析指，這反映在面對挫敗後洗手，可減低負面情緒，但卻同時降低在下一次面對挑戰時，奮發向上以證明自我能力的動力。這項研究刊載於最新一期《社會心理學與人格科學》期刊中。

早前美國密西根州大學一項研究也指出，在作出艱難決定後洗手，會讓人更堅信自己的決定是對的。

【李忠謙／綜合外電報導】英國廣播公司（BBC）報導，中國盲人維權人士陳光誠的長兄與母親已經獲得美簽，可望在最近前往紐約探訪陳光誠。陳光誠去年4月逃離軟禁進入北京的美國大使館躲避，經過美中兩國談判，陳與妻兒一同赴美，至今仍住在紐約。

陳光誠的大哥陳光福26日透露，他與母親24日已經獲得簽證，很快就會前往紐約。陳光誠的母親已經80高齡，陳光福說，母親一直想見陳光誠，由於目前陳光誠根本不可能返回中國，因此獲得美簽將使母親的願望實現。

BBC稱，陳光誠的大哥和母親在陳光誠赴美後曾多次申請護照遭拒，今年6月才終於獲得當局發放的護照，24日更獲美簽。陳光誠目前在美國威瑟斯龐研究所（Witherspoon Institute）、美國天主教大學與藍托斯人權與正義基金會（The Lantos Foundation for Human Rights and Justice）擔任研究學者。

（中央社記者王淑芬高雄26日電）壽山國家自然公園預計11月1日起施行全面禁菸，含壽山 、半屏山、大小龜山和旗后山等，違者會被罰新台幣1500到3000元。 高雄市壽山在民國100年公告為國家自然公園，法令規範適用國家公園法，內政部增修「壽 山國家自然公園區域內禁止事項」，包括全面禁菸，所以原來許可的吸菸區也都禁菸了。 壽山國家自然公園籌備處主任歐正興今天表示，壽山國家公園警察隊和志工會加強查察， 違者經舉證確定，將依法開罰1500元，如果累犯則會罰3000元；不過歐正興說，施行初期 仍會以勸導為主，希望遊客習慣且遵守規定。 壽山國家自然公園在今年4月起全面取締任意餵養台灣獼猴、流浪犬貓、設攤販賣、野炊行 為，至今已裁罰6件。 歐正興說，適用國家公園法的規定更嚴謹，主管單位也會依規定執法，主要是在確保壽山 自然景觀免於破壞。 他說，假日日以萬計的遊客，如果每個遊客都任意丟棄垃圾、攀折植栽或餵養動物，會造 成生態破壞。歐正興呼籲民眾休憩不要違法受罰，以免敗興而歸。 http://ppt.cc/GKWB -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 115.43.221.136
