研究顯示，美國有64%人使用臉書，但有47%使用者會從臉書上看到新聞，其中有30%是成年人，而這些新聞多半是由朋友或其他網友轉貼。研究也顯示，對於不常鎖定新聞頻道或網站的使用者，臉書成為吸收新聞報導的最佳來源。

國際貨幣基金（IMF）副發言人莫瑞（William Murray）今天表示，美國需要明確、持久的財政政策，以降低對經濟活動的不確定性。

IMF今天舉行例行新聞簡報，對於美國16日才驚險解決政府關門以及避開舉債上限危機，莫瑞強調，「美國需要有一個可以持久的解決方案」。

莫瑞指出，經濟活動中，不確定性不是一個健康狀況，必須要盡可能想辦法解決，至於美國債務上限問題，也需要有一個持久的解決方案。

以IMF原則認為，美國需要提出一個明確的中期計畫，才能處理當前財政問題的挑戰。

美國參議院與眾議院成立預算委員會，即將針對長期預算方案進行討論，包括社會福利、稅制改革以及全面自動刪減支出（財政扣押）等問題，都將是民主與共和兩黨協商重點，首次會議很可能在30日舉行。

由於美國連月來陷入財政僵局，對經濟信心造成傷害，美國財政部長路傑克（Jack Lew）今天在華府智庫「美國進步中心」（CAP）演講中呼籲國會議員，以中長期可行的預算支出刪減取代全面減支，以維護美國國家安全與經濟利益。

美國監聽外國領袖風暴有越演越烈之勢，在美方遭控竊聽德國總理梅克爾手機事件引發歐洲領袖反彈後，英國「衛報」今天報導，美國國家安全局監聽多達35位世界領袖的電話。

衛報（the Guardian）報導，根據揭開國安局龐大秘密監控計畫的外包公司前雇員史諾登（EdwardSnowden）所提供機密備忘錄，國安局鼓勵白宮、國務院和國防部等「客戶」分享通訊錄，好讓國安局能將外國重要政治人物的電話號碼納入監聽系統。

這份文件指出，有一位美國官員提供了35位世界領袖的超過200個號碼，而國安局立即將這些號碼交付監聽。報導中未提及這位官員的身分，也沒有披露這些世界領袖是誰。

根據先前的報導，遭美國監聽的主要國家領袖至少包括梅克爾（Angela Merkel）、巴西總統羅賽芙（Dilma Roussef）和墨西哥總統潘尼亞尼托（EnriquePena Nieto）。

梅克爾手機據稱遭美國監聽的消息在昨天傳出後，已引發軒然大波，歐洲各國領袖同表不滿。衛報今天披露有多達35位世界領袖遭到監聽，勢必如火上加油，升高美國與盟邦的外交緊張情勢。

衛報引用的這份國安局備忘錄顯示，監聽外國領袖不是個別事件，追蹤外國領袖的電話號碼是國安局的例行工作。

這份2006年的備忘錄發給國安局訊號情報局（Signals Intelligence Directorate）的員工，主旨是「顧客可以協助本局取得可能成為目標的電話號碼」，其中概述如何由政府其他機構官員蒐集的通訊錄尋寶。

備忘錄以那位官員提供200個電話號碼一事為例說，雖然多數號碼可能經由公開來源取得，但最後還是發現有43個以前所不知道的號碼，而這些號碼都已交付監聽。

不過，備忘錄中承認，監聽所取得「有報告價值的情報很少」。

梅克爾今天抵達布魯塞爾參加歐洲聯盟高峰會時表示，美國據傳以她的手機為目標進行監聽，這種作為「讓人無法接受」，重創盟邦的互信。

白宮今天仍拒絕說明是否曾監聽梅克爾，並表示只會透過外交管道討論此事。新聞秘書卡尼（Jay Carney）表示，白宮「不會談論公開報導提及的特定傳聞」。
