【大紀元2013年10月18日訊】（大紀元記者高雲林多倫多編譯報導）抵押貸款經紀、房地產經紀和開發商都發現，過去幾個月，大量在兩三年前購買了樓花的買家急於獲得資金完成交易。

據《多倫多星報》報導，對多倫多公寓行業業界人士的訪問發現，由於貸款方不再熱衷於提供資金，有些人不得不動用數萬元的存款，有人被迫向家人借錢或以自住房（principal residence）抵押，以籌集公寓的最後付款。

受打擊最重的是在購買預建公寓時已獲得貸款預審批准書（pre-approval）的自僱人士，現在隨著公寓將完工及最後付款到期，他們被告知需要支付高至房款35%至50%的首付款，而不是物業價格的20%，除非他們想依靠次級貸款，但該種貸款的利率可達到兩位數。

許多購買了公寓的投資者原打算等物業完工入住，或將其租出去幾年，而現在，他們驚訝的發現他們獲得的貸款預審批准書已經無效，聯邦收緊貸款規定後，貸款方需要對他們的貸款資格進行重新評估。

多倫多房地產律師Oksana Miroutenko在過去幾個月遇到兩個案例，有客戶不得不放棄他們購買的公寓，因為僅在最後付款到期的幾週前，他們才發現他們無法滿足新規定所要求的貸款條件。

Miroutenko表示，一客戶做合同工，貸款人不滿意其沒有足夠穩定的收入。另一客戶因懷孕，帳戶又丟失了工作，不得以放棄購房，而預付款35,000元不予退還。

多倫多房地產經紀和公寓開發商蘭布（Brad Lamb）表示，這是過去10年來他所見到最難借到款的情況。不過，在他已經竣工的4個公寓開發項目中，共有800單位，其中只有3人無法執行購買合約；另有15人把公寓放在轉讓市場（assignment market），希望在最後付款到期前能夠轉手。

蘭布認為，一些人揹負的財務超過了他們的承付能力，但更大問題是他們在購房時沒有考慮數千元的統一銷售稅（HST）及其它成交費用，如不斷上漲的市政開發費。

自從聯邦財長范赫提（Jim Flaherty）實施更嚴格的房貸政策，以令多倫多和溫哥華過熱的公寓市場冷卻後，公寓在轉讓市場銷售也比一年前更困難。

抵押貸款經紀發現，一棟兩三年前售價為30萬元的公寓，如今的市場價值可能約為35萬元，但許多貸方只為新買家按照原始價格提供貸款，並不按照市價進行評估。這使購買了樓花的買家步入財務困境，不得不想辦法儘快將手中的樓花脫手。

預計明年約有2萬至4萬3千新共管公寓竣工。金融分析師雷賓迪克斯（Ben Rabidoux）認為，隨著明年新公寓數量創記錄，預計情況將會變得更糟。

雷賓迪克斯說：「據估計多倫多85%正在建設中的公寓已經售出，但它們並未完全售給最終用戶，而且買家也還沒有獲得融資。」

房貸經紀人Jake Abramowicz則表示，目前情況不會發生大問題，他說，通常購買樓花的買家都有自住房，他們可以通過抵押自住房獲得貸款以完成公寓買房交易。同時，現在多倫多公寓出租市場超強，公寓買主可以通過出租公寓來抵消成本。

【大紀元2013年10月18日訊】（大紀元記者王岳多倫多編譯報導）非營利組織園藝種子（Seeds for Change）於三年前開始種植康山（ThornhillHill）花園的三個地塊。今年，志願者耕種了17幅地塊，收穫了大約100公斤左右的有機農產品，並將絕大多數捐贈給了列治文山（Richmond Hill）的食品銀行。

這個「為給與而種植」的花園已經成為旺市（Vaughan）培養未來種植能手的一個模型。

在旺市社區花園中，又大又圓西紅柿掛在結實的籐枝上，甜菜、蘿蔔和甘藍也都已經成熟。但也有少數的幾塊地十分「扎眼」，上面的莊稼荒了。

社區花園 有益於保護城市綠地

隨著花園的第三季接近尾聲，年齡不等的11名志願者，開會總結去年夏天以來的工作並一起展望未來。

成功的方面是：一隊約30人志願者，他們收穫豐富，其中最具代表的是名為「自己種茶」的兒童團隊。

不理想的方面是：有一些試驗田出租給個人種植，但他們沒露過面，收穫令人失望。「我們從來沒有見過他們」18歲的管理員Nicole Doray說：「他們沒有一點社區意識。」

據《多倫多星報》報導，旺市可持續發展的協調人特雷西‧賴特(Tracy Wright)，在這次會議上認真聽取大家的意見，因為旺市正在考慮創建更多的社區花園。

「你們是試飛員，是成功傳奇。」賴特告訴與會的全體成員。

花園是有生態意識的消防員Jacob Dabit的心血結晶。當他看到克拉克大道消防局後面大片未使用的綠色空地，他感到十分可惜，並向政府申請了綠地花園的計劃。

為了幫助該花園的運行，旺市批准了土地，並捐贈了1500元的啟動資金和一些實物服務，如土壤分析，通水和土地翻整。園藝種子組織拿到了資助和企業捐贈；消防隊員們舉行的籌款洗車，成為每年一度的盛事。

賴特解釋說，現在市政制定了使用社區花園的方式來保護綠地的計劃，這樣即可以讓人們享受更多社區的樂趣，又可以起到減少氣候變化的作用。

「我們看到在其他地區，」她說：「大城市，如溫哥華，已經建立了社區花園網絡；而且加拿大各地小城市也都在積極參與。這是一種快速發展社區形式。」

FoodShare的調查表明：多倫多有至少280個社區花園。

「居民已經打電話詢問有關社區花園的情況，」她說。賴特希望，旺市議會年底前能夠出台一項相關的實施法則。

對於消防廳後面的花園，今年是過渡的一年。非營利性的組織——園藝種子，正在逐步讓志願者委員會接管這裡。

「花園是成功的，我們希望能維持，甚至會擁有更多的志願者參與」在黎巴嫩大學學習過農業、並在Seneca學院學習過食品安全的花園協調人Marlene Freiwat說。

在社區花園 結識新朋友

一個社區花園的成功，不僅在於農產品的產量，更重要的是無形資產——勞動時結下的友誼。

今年夏天的新志願者，Doray的祖父，77歲的Thowfeek Doray和孫女一起參觀社區花園工作。

「我的父母離婚了，我沒有太多時間與父親那邊的家人在一起，現在我們有這個地方，讓我們可以有更多的機會享受親情。」 Doray說，她的祖父和她站在一起。

園藝種子在這些十幾歲的孩子心裏紮下了根，收穫的喜悅溢於言表。

Karen Yosefi，今年6月才開始加入花園工作。當她第一次從地面拉到胡蘿蔔，感到非常欣喜。

「蘿蔔埋得比我想像的更深，而且顏色是那麼美麗。以前在電視上看到，兔子只是輕輕一提，就拔出來了。」Yosefi說：「我以為園藝工作很難，只有少數大師能做，但事實上比我想像的容易很多。」
