行政院農委會主委陳保基表示，「老年農民福利津貼暫行條例」102年排富後，保留真務農者，省下預算搭配青年回農專案，回歸社會保險，而弱勢農民津貼福利不變。

老農津貼措施月繳新台幣78元，只要納保6個月就能享有健保跟月領津貼7000元福利；低費率及過短納保期，享有津貼式補助，混淆了社會安全制度中的社會保險（年金）與社福救助（津貼），讓農委會年度預算1240億元，光老農津貼支出就占560餘億元。

陳保基接受專訪指出，民國84年推行時僅30幾萬到40幾萬人可以請領老農津貼，現在已經擴大到140幾萬人，每週務農15小時以上的農民應該只有54萬人；因此經修法，自民國102年起，將不動產合計達900萬元以上、存款（非所得）50萬元以上者排除。

農委會輔導處處長曹紹徽說，排富門檻為不動產土地公告現值、房產採房屋評定價格，合計500萬元，另可排除唯一自住宅400萬元，所以不動產合計900萬元；另存款50萬元，但非所得概念，只是存款額；排富不如內政部低收入戶般嚴，讓一般務農戶可以納保。

陳保基說，「非長期務農者請領是不正當的，也分食了真正務農者的福利大餅」，因此接著要做的事是，必須將老農津貼暫行條例的納保期延長為15年，「保留真正務農者，讓不正當請領者不再進來」。

他說，當事人、長期務農的農民也數多贊成，因為他們不認為自己會被污名化。

陳保基說，要讓台灣的農業進展到「是可以從事有固定收入的行業，非小規模、收入不穩定，要跟其他行業一樣可以有固定收入」。

他表示，農委會會把節餘預算，納入推動青年回農等重要政策使用，讓農業休耕地活化、年輕化，健全產業結構，具體數據將編列在明年預算中。若今年通過修正案，明年可省下6億元預算運用。

他舉例，很多小農只種3分地，現況若農民種1甲，年收入才20萬元；青年回農要幫助他們擴大耕地，若種5甲，就可提高收入到100萬元、10甲就是200萬元。

他說，現況種非基改黃豆5到6甲，一台收獲機要價200萬元，補助半額100萬元；玉米種220公頃，一台500、600萬元收割機也補助一半；但補助需有經費才能做，現在已有600、700位45歲以下青年願意從農。

曹紹徽說，已規劃青年回農相關專案，半年來輔導100位青年農民承租原本休耕的農地90幾公頃，同時為持有機具農民媒合，為其他200多公頃農地代耕，增加務農收入與機具使用效率；其次，要幫助青年回農從農獲補助門檻降低，幅度降1/2或1/4，即可請領補助。

陳保基強調，像德國老農福利津貼是一開始領，就要交出農地給政府供新農承租，是真正的退休制度；台灣農業需要慢慢回歸到社會保險；而長年務農的弱勢老農，仍會在革新後持續享有福利。
