馬英九總統今天接受「中天新聞」專訪，為國民黨撤銷立法院長王金平的處分做辯護。馬總統說，根據憲法規定和大法官解釋，不分區立委名單是反映政黨的意志和政策。以台聯前立委林世嘉為例，台聯將林世嘉除名，沒有經過任何程序，「為何就沒人去談程序正義」？

馬總統說，不分區立委的產生，是根據單一選區兩票制中的政黨票，理應對政黨負責；區域立委是選民投票產生，所以是對選民負責。對不分區立委的處分，只有用政黨撤銷黨籍的方式，這也是憲法規定的正辦。

總統府副秘書長羅智強請辭獲准，確定由國民黨文傳會主委蕭旭岑接任。蕭旭岑今天證實接獲徵詢，會處理九月廿九日國民黨全代會後，預計十月一日就任。

蕭旭岑表示，他目前還在文傳會，現在會做好每一天工作；接任新職後將輔佐馬總統，協助推動政務及政策推行。

「刮別人鬍子之前，也該先看看自己，不然沒臉刮別人鬍子！」公督盟執行長張宏林強烈斥責，立委們在要求總統和行政院不應干涉立法權的同時，也應做到自律，他主張所有曾涉及關說的立委都應下台。公督盟也指出三權分立的重要性，國會並應達成議事透明化，透過院長王金平當前中立性的角色，期能盡快推動國會改革。

17日早上立法院大門前，公督盟選在立院新會期的開議日召開記者會，呼籲國會應落實自律，並敦促國會改革。公督盟執行長張宏林大聲喊道，「立法院有自律了嗎？調侃院長之時，立委自己有關說的都要下台，我們已經做好要有一個沒有關說立院的準備了。」他指出，立委不斷批評總統、行政部門，卻少有立委著重啟動國會調查，也沒有立委提出自律案。

公督盟認為，在國會要求總統和行政院不干涉立法權的同時，也應展現出積極重建國會的決心，立法院應盡速成立「關說及監聽真相調查委員會」，調查出關說及監聽真相的始末，落實國會自律。

另外公督盟也指出三權分立的重要性，且應讓議事透明化才是要務。「這次事件的問題在於，行政權不尊重立法權。」公督盟常務理事顧忠華表示，這次事件就像颱風來襲，但現在更重要的是災後重建。他強調，颱風也會帶來甘霖，目前整個行政、立法、司法體制都受災，最重要的是要確立三權分立，讓非法監聽、關說的情形不再出現，也讓黨團協商能夠透明化。

國會的改革也是重點，公督盟理事長施信民表示，新的會期開始，立法院要如何運作值得關心，並不願意看到議事空轉的立院。公督盟表示，王金平院長因為假處分後，處於一方面黨籍暫保，另一方面卻不被原黨承認的幾近中立化情形，應藉此時積極推動國會改革。

我本在中央研究院當網路工程師,我們的那個研究所有200人左右, 我做了很久,月薪已到40000元,很多人都很喜歡我,尤其我很受到女研究助理的歡迎. 但是我家經營一個虧損的事業,最後導致我無心在中研院工作,因為我媽媽把我所有的 錢都拿走了,而且還盜領我的存款,約新台幣幾十萬,害我的財產都被銀行扣押. 我媽媽三不五時,就向我拿至少十萬元左右,為了滿足她,我只好向很多銀行借錢, 最終因為我的債台高築,信用破產,導致我無心工作,離開中央研究院. 離開中央研究院時,我留了好多眼淚,當時有很多女研究助理,送我最後一程,請我到高檔 餐廳吃昂貴的大餐. 其實當時我在中央研究院的人緣很好,研究員和研究助理,約九成左右的人,都很喜歡我. 可是他們都不知道我離職的真正原因,真正原因,就是為錢而煩惱. 希望下輩子,我能投胎到有錢人的家裡,不要投胎到窮人家裡,整天為錢煩惱, 下輩子能夠再次回到中央研究院,做我喜歡的事. -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 151.236.25.17
