【大紀元2013年08月31日訊】(大紀元記者凌浩費城綜合報導)賓州參議院教育委員會於8月26日（週一）在弗吉谷中學（Valley Forge Middle School）舉行了一場聽證會，就賓州準備採用一個新的標準化考試--Keystone考試聽取多方意見，因為Keystone考試引起了廣泛的爭議，主要焦點是高中生必須通過該考試才能畢業，還有會增加地方學區的財政負擔。

目前，Keystone的一些科目考試已經實施，但還沒有與高中畢業聯繫起來。現行的「賓州評估考試」（PSSA）將被取代，該考試結果對學生能否高中畢業沒有影響。根據州政府的計劃，從2017年起學生必須通過Keystone考試才能高中畢業，因此這一要求將從今秋進入9年級的學生開始。在未來的幾年裡他們將被要求參加多達10個科目的Keystone考試。這些考試將密切結合目前45個州已經採用的共同標準，這是對從學前班到12年級的一系列要求，包括英語，語言藝術和數學。這些標準已在今年春天得到賓州教育委員會的認可，科貝特州長曾說要在新學期開始時執行。

賓州教育委員會將在9月11日投票，以決定是否立項生物，初級代數（Algebra I）和文學三門考試。要求高中生在學完課程後參加這些考試。如果沒有通過，可以補考。補考不過，學生可以完成一個附加項目，從而能夠畢業，但他們的畢業文憑上會有記載。

達尼埃爾•阿諾德-施瓦茨(Danielle Arnold-Schwartz)是下美濃學區（Lower Merion School District）的老師,也是學生的家長。他在聽證會上說，他的女兒去年參加了Keystone的初級代數考試。雖然在學校她的該科目成績是A，但卻沒有通過Keystone考試。他說：「對我的孩子和學生來說，Keystone考試不符合他們的最佳利益。如果一個學生在某一科目中成績一直都很好，但考試那天因為焦慮或不順心而發揮不好，他就不能畢業。」有幾位其他證人也持同樣觀點，認為Keystone考試會導致更多的學生輟學；學區可能會破產，因為學區要負責考試但卻沒有必需的資金；還將教育政策的監管從地方學區轉移到了州政府。

安德魯.蒂尼曼（Andrew Dinniman）是賓州參議院教育委員會的資深民主黨參議員。他說，地方學區將負擔實施Keystone考試的費用，全賓州大約是3億美元。他稱這是一個「荒謬」的計劃，並已提出議案要阻止在財政問題解決之前實施Keystone考試。他進一步指出，自從該考試實行以來，60%的學生沒有通過初級代數和生物；45%的學生沒有通過文學；而在補考中，多達75%的學生沒有通過。

楚德夫仁-東鎮學區（Tredyffrin-Easttown district）的課程與教學主任理查德.伽斯克（Richard Gusick）說，有些學生沒有通過PSSA考試，但卻從賓州州立大學、天普大學，西切斯特大學等大學畢業了。如果只有通過考試才能畢業，他們將無法畢業，更談不上上大學了。他說：「這是因為有些學生對考試特別焦慮，他們在重大考試中發揮不好。」

而Keystone考試的支持者則認為，現行的PSSA考試對學生努力學習沒有多少刺激作用，因為考試成績對他們能否畢業沒有影響。成千上萬的高中畢業生沒有必需的技能，他們應該在通過能力考試後才能拿到畢業文憑。路易斯堡學區（Lewisburg Area School District）總監馬克.蒂偌克（Mark D. DiRocco）說：「以學生為中心的Keystone考試賦予責任感，更合理。」
