和 Andrew Nusca 一樣，我不懷疑鮑爾默的銷售能力和對微軟的感情，不過仍然無法否認鮑爾默 2000 年接管後，微軟變得越來越保守遲滯。為數不多的幾次創新嘗試，效果都很差。回顧微軟最近幾年的發展，這種形勢更明顯：
微軟狠心拋棄 Windows Mobile ，在 2010 年底推出全新的 Windows Phone，同時和Nokia共同推廣新系統。不過將近三年的發展仍沒讓 Windows Phone 成為主流，兩年前的評論——「系統不完善，缺乏優質app」，現在看也毫不過時。嘲笑 Windows Phone 更新緩慢成為科技部落格評論區裡的保留節目。
鮑爾默在任時過分主導銷量、忽視創新能力是微軟走下坡路的主要原因。《紐約客》作者 Nicholas Thompson 總結道：
「哪裡出錯了？從一開始，鮑爾默就被證明是反史蒂夫·賈伯斯的，他錯過了科技界每個主要潮流。他的創新離人們很遠，他嘗試的新東西，比如 Windows Vista，人們寧願排隊繞道也不想買它。微軟還錯過了社群網路，完全錯判了 iPhone 和 iPad。當所有人轉向簡單設計時，它又開始擁抱複雜的產品設計。它進入增長型市場總是很慢，你上一次使用 Bing 是什麼時候？2000 年，微軟主要通過 Office 和 Windows 系統賺錢，今天，微軟還是通過這些賣錢。」
「微軟陷入了典型的創新困境。在桌面端，它能給為你帶來出色的軟體，但一旦轉向雲端和行動設備，微軟就變得遲緩。它在猶豫是否要擁抱雲端，猶豫是否開發 Windows 上無法使用的東西。2005 年，它找了傳奇程式設計師 Ray Ozzie 來解決這個問題，2010 年，Ray Ozzie 離開了微軟。微軟開發了技術上相當智慧型的遊戲系統，最近推出的 Xbox One 完全基於雲端，但它和過去為微軟帶來大把現金的項目幾乎完全獨立。」
