亞東技術學院開發的雙層布料窗簾，運用空氣達成隔音、保暖的效果，將氣排出後又能輕易收納，巧思獲得韓國首爾發明展金牌。

受夠了家裡又厚又重的窗簾了嗎？亞東技術學院材料纖維系研究團隊利用特殊材質的兩層布料，加以「高周波」加工黏合，並在其中保留泡狀儲存氣體的空間，用嘴巴就能輕鬆打氣。

研發團隊成員林庭緯表示，打入氣體後的窗簾，可以達到良好的隔音、保暖效果。而「高周波」加工使得布料有效彌封，不像傳統高溫加熱方式容易變形，讓窗簾更加耐用。

林庭緯說，雙層布料窗簾另一個好處，就是收納相當方便，由於使用氣體隔音、隔熱，不再需要厚重的布料，把氣放掉後可以輕鬆摺成小尺寸，收納不佔空間。

這項新型窗簾獲得首爾發明展金牌，並已和廠商合作準備量產。林庭緯表示，同樣的布料設計，未來可用來開發衣服、背包等。另外內含氣體的設計，也可拿來作為漂浮器材，有相當多元的實用價值。

金屬中心ITIS計畫統計，今年Q2金屬扣件產值平穩，出口平均單價每公斤新台幣78.5元，小幅衰退3.2%；ITIS估計，2013年全年出口值約1143億元，產值約1229億元，均年增約1%。

金屬中心ITIS(經濟部技術處產業技術知識服務計畫)統計，2013年Q2金屬扣件出口值新台幣 290億元，年衰退1%；在進口方面，Q2進口值10億元，年減 18%。出口平均單價方面，Q2出口平均單價每公斤78.5元，較去年同期衰退3.2%。

金屬中心表示，今年上半年台灣金屬扣件產值596億元，出口值555億元，年減3%；進口值21億元，年減6%，國內市場需求63億元；另外在出口平均單價方面，上半年出口平均單價每公斤78元。

上半年出口值前5大國為美(38%)、德(9%)、日(6%)、荷蘭(5%)、英(4%)，前五大國中以出口至日本每公斤平均單價最高達90.7元，其餘四國則在72元到81元之間。進口值前五大國為日(49%)、美(13%)、中國大陸(9%)、德(6%)、菲(3%)。

金屬中心指出，在主要出口市場美國方面，消費支出、住宅及非住宅固定投資均成長支撐下，加上6月製造業採購經理人指數(PMI)回至50.9點，顯示美國經濟持續復甦但力道不強，美國扣件進口仍處平穩。上半年台灣輸美扣件約28.6萬公噸，較2012年同期成長2%。

歐盟市場方面，相對於美國的復甦，歐元區經濟則是持續衰退，包括持續緊縮的財政政策、信貸狀況嚴峻，不利於中小企業發展；消費者則面臨不斷上升的高失業率、工資低成長、賦稅增加及福利刪減等壓力。

在輸美、歐平均單價方面，上半年輸美平均單價為每公斤72.7元；輸歐盟平均單價為76.1元，皆低於去年同期水準。

金屬中心強調，由於中國大陸等新興國家經濟成長逐步放緩，歐元區仍深陷衰退之中，僅美國經濟復甦較為穩健，日本經濟下半年也可望走強，下半年台灣扣件出口仍將維持平穩，預估2013年Q3台灣扣件出口值約294億元，較去年同期成長2%，產值約316億元，2013年全年出口值約1143億元，產值約1229億元，均年增約1%。

外貿協會表示，大陸工信部副部長劉利華率60人的採購團，預計25日抵台，採購金額是否會突破去年2.2億美元，備受期待。

劉利華此行除參加「兩岸通訊產業合作及交流會議」外，也預計在30日參加由中華民國對外貿易發展協會舉辦的「2013年海峽兩岸高新產業投資與合作研討會暨採購洽談會」。

大陸工信部副部長楊學山去年6月率團來台採購，金額高達2.2億美元，今年由劉利華接棒。由於兩岸都將在年內開放4G行動寬頻，因此中國電信、中國移動、中國聯通等3大電信營運商，都同時來台與會。

外貿協會表示，研討會將聚焦海峽兩岸產業園區及通信、機械與汽車產業交流，邀請兩岸各領域專家演講。

另外還舉辦採購洽談會，將採購汽車零配件、工業自動化綜合解決方案、鋼索吊車、資訊領域的軟硬體產品，以及服務、智慧生活合作方案、面板、印刷電路板（PCB）、晶片等產品。

外貿協會指出，這次來台採購的陸企，包括大陸品牌價值排名前10大的長安汽車、福州最大自動化科技公司中海創集團、大陸前3大彩電廠海信集團、大陸智慧語音技術領導業者安徽科大訊飛等。
