(中央社記者江明晏台北22日電)受潭美颱風影響，台灣中南部出現超大豪雨，中華電信表示，全台基地台等相關通訊設備並未受到災害影響，皆正常運作。

受潭美颱風引進旺盛西南氣流影響，台灣中南部出現超大豪雨，造成新竹縣五峰鄉與尖石鄉多處道路中斷，苗栗縣「南橫公路」卓蘭大橋往三義路段也出現大面積崩塌。

對於在風災來襲時，必須全面戒備的中華電信來說，潭美颱風的威脅程度不大，目前觀察全台基地台等相關通訊設備並未受到颱風影響，全部正常運作。1020822

薄熙來受審 當庭翻供

面對檢方出示自己在中共中紀委調查時的自白書，中共前重慶市委書記薄熙來今天在庭審時稱，這份資料是「對我不正當的壓力的情況下寫的」；但檢方指責薄熙來是在證據下「當庭翻供」。

薄熙來涉嫌受賄、貪汙、濫用職權案上午在山東省濟南市中級人民法院第五法庭開庭審理，午間休庭後，下午繼續審理。

薄熙來在上午受審時，全盤否認自己受賄，還稱中紀委審查期間他曾「違心承認」受賄，是因自己當時完全不知事情情節，「腦中一片空白」。

檢方下午向法庭出示第三份證據，為薄熙來在接受中共中央紀律檢查委員會調查時的自白書資料，內容是薄熙來親自供述三次收受大連國際發展有限公司總經理唐肖林等人金錢的經過，公訴人同時宣讀薄熙來二○一二年七月廿六日的自白節錄。

在這份自白書中，薄熙來說，過去卅多年，「我內心的原則是拒收錢款的。但因唐肖林是我在文革患難時相處多年的工友…有個老感情；我就思想痲痹，放鬆了自己，十分後悔！我向組織誠摯地悔過！」

薄熙來在抗辯時雖承認曾寫過上述筆錄，但強調是在「對我不正當的壓力的情況下寫的」，而且「是有明確的誘導因素」；他也再次否認曾收受唐肖林和大連實德集團有限公司董事長徐明等人金錢。

薄熙來委任辯護律師也稱，薄熙來在中紀委談話期間和偵查階段「受到了壓力，並且被誘導」。

不過，檢方強調，薄熙來在接受調查中，不論是中紀委還是檢察機關，整個辦案過程中都「依法依規嚴格文明」；被告先前也在庭上說「辦案人員大多是文明理性和平的」，且被告寫自白時都無辦案人員在場，整個過程反映被告是「自願寫的，沒有受到逼迫」。檢方並指責薄熙來，「在今天有證據證明的情況下當庭翻供」。

保單限額賠 金管會再評估

原本討論中的壽險業如果退場，保單可能不再全賠政策，可能出現「轉折」。金管會主委曾銘宗昨（22）日表示，日本壽險公司是相互保險的合作社制，退場機制不適用台灣；至於美國是有司法介入才能限額保障。

他指出，更重要的問題，是「台灣社會是否成熟到可接受保單不全賠」。

曾銘宗強調，保險局在研究壽險退場限額保障機制時，只研究日本及美國，但鄰近國家如韓國，保險退場是全額保障，因此要求保險局擴大、更全面研究其他國家退場機制後再議。

至於立法院財委會附帶決議要求，接管後調整保單利率一案，曾銘宗承諾會儘速研究，在期限內回覆立法院。

先前金管會因應財委會要求，已確定未來壽險退場機制，會朝限額保障的方式來降低安定基金的負擔，也避免要全民埋單。業者指出，依曾銘宗昨天相關談話，此政策不排除出現轉折。

據了解，當初金管會規劃的方案，即是對過往高利率保單，會調整保費或降低保額，但若是近年才投保的低利率保單，則傾不調整。

金管會的立論依據，除了是保險法149-2條有法律授權，另外也研究日本、美國都是限額保障機制。

其中，日本8家壽險公司退場，如日產生命、東邦公司、東京生命到大和生命等，有些責任準備金削減8~10％，保單預定利率則從平均3.35~5.5％，調降到1~2.75％；同時也祭出7~10年不等的「保單閉鎖期」規定。

至於美國則是走自由經濟制度，壽險公司退場就如同一般公司倒閉，法院決定重整或清算，保戶也沒有全額保障。

昨天曾銘宗首次對此議題公開表示意見，指日本是相互保險公司制度，保戶也就是股東，若公司淨值為負，保戶也會遭受到損失，因此保戶會願意提高保費、降保額來減少公司倒閉的損失，「日本情況在台灣不適用。」

他也針對美國模式指出，美國是靠法院介入裁定，台灣保險法則是授權金管會決定提高保費或調降保額，因此不完全符合台灣市場，且韓國等鄰近國家都是全額保障，限額理賠涉及很多「細節」，必須再充份評估。

曾銘宗也要求保險局評估，台灣社會是否已成熟到可接受保單不全賠的政策，但他同時強調，會遵重立法院決議的部分，還是會儘快回覆。

這名男童隨後遭警方管束，消息傳出後，校方發表聲明表示沒有證據顯示，男童有傷人意圖，但學校嚴禁攜帶槍械，男童仍須接受嚴懲，目前男童母親正接受警方偵訊，以釐清男童如何獲得手槍 。
