潭美颱風來襲前，花蓮蔬果因到貨量充足，價格只微幅上漲，經過這兩天休市後，預期明天開市拍賣的價格仍維持平穩。

花蓮縣蔬菜運銷合作社拍賣課長蕭能華今天表示，花蓮地區蔬果在潭美颱風來襲前，到貨量相當充足，讓蔬菜短缺搶買的預期漲價心理，獲得充分緩解，菜價只有微幅上漲。

蕭能華表示，果菜市場於20日休市前，蔬果到貨量從50公噸增加到75公噸，足以供應市場的需求，高麗菜、絲瓜、胡瓜等蔬菜的平均拍賣價格約只有每公斤新台幣22元，不像台北地區1顆高麗菜就要上百元。

潭美颱風未在花蓮造成災害，且花蓮地區天候今天上午就已好轉，民眾下午在花蓮縣吉安鄉黃昏市場買菜時，發現菜價並未飆漲，且各式蔬菜貨量充足，表情都相當輕鬆，大多順便多買一些蔬果回家。

蕭能華表示，因颱風前增加的蔬果量還未消化完，且花蓮地區未發生農業災害，花蓮的蔬果供應量維持正常，預期明天開市恢復拍賣後，蔬果價格可能微幅下跌，但仍保持平穩，民眾可以買到新鮮平價的蔬果。

台北市工務局水利工程處今晚表示，潭美颱風過後，台北市水門都已重啟，不過適逢大潮，提醒停車民眾多加留意潮汐狀況。

水利處表示，潭美颱風挾豐沛雨量過境，加上適逢一年一度的大潮期間，河水高漲淹過多處河濱公園，災後趕工清淤後，下午5時已開放台北市所有疏散門，堤外所有防汛道路及停車場也重新開放。

不過，因為近期適逢大潮期間，提醒民眾仍需注意潮汐狀況，以便隨時撤離車輛到安全地帶。

水利處指出，20日遭河水漫淹的三腳渡停車場也已完成清淤工作，停車場於晚間6時30分開放管制門，讓民眾進入停車。

水利處提醒，為安全起見，河濱公園部分自行車道仍有小區塊低窪淤積區域，已先圍起警戒區域，請民眾騎乘自行車時要小心留意。

人民論壇刊登大陸國防大學教授李大光「習主席為何要求『聚焦』打仗」一文，分析習近平接任中共中央軍委主席以來，特別關注軍隊能打仗、打勝仗問題。

文章說，當中共「八一建軍節」到來之際，習近平到北京軍區機關視察時再次強調，要緊緊圍繞「實現黨在新形勢下的強軍目標，聚焦能打仗、打勝仗，全面加強部隊建設」。

李大光稱，西方某些媒體把上述「能打仗、打勝仗」號召解讀為「中國正在日趨強硬，想打仗」，這完全是一種「別有用心的有意曲解」。

文章分析，習近平為何頻頻要求共軍時刻準備「打仗」呢？除了是明確告訴外界，如果觸犯「中國的核心利益」，將要付出更多、更慘的代價外，一是提高軍隊居安思危的危機意識；二是為了積極應對當今世界複雜的安全環境，特別是周邊安全形勢；三是為了以「強軍夢」保證實現「中國夢」。

文章談到，冷戰結束後，世界安全形勢日趨複雜，既有傳統的安全領域威脅，又有非傳統安全領域的威脅。近幾年，「由於美國『重返亞太』戰略的作祟」，三番五次發生在中國海疆的南海危機、東海危機等，以及日本搶占釣魚台，菲律賓、越南搶占西沙、南沙等島嶼事件，和周邊某些國家槍殺、炮擊、抓捕漁民等，還有索馬利亞海盜屢屢劫持大陸船隻等，都對共軍能力建設提出更高的新要求。
