今年編號第12號「潭美」颱風逐漸逼近台灣，《蘋果即時》整理全台交通異動如下：

陸上交通

1、北橫公路即起採取預警性封路。
2、台7線因邊坡坍方，導致交通阻斷，目前封閉中。
3、台北市YouBike凌晨2時停止營運。
3、新北市開放紅黃線停車

【國道】
高公局宣布，國1汐止、泰山收費站，和國3的七堵、樹林收費站今天暫停收費，國5頭城收費站則從今中午12時起停止收費，其他收費站則照常收費。

【台鐵】
中午前正常發車，中午過後停駛所有列車。台鐵郵輪式列車第5834次「好山好水花蓮1日遊」及第5832次「悠遊蘭陽采風之旅」列車取消。

【高鐵】
全天正常營運，將視風雨狀況機動調整班次，若因潭美颱風無法搭車，1年內可退票。

【貓纜】
全日停駛

空中交通

8/21
1、復興航空：下午2時後國內線松山機場起飛航班取消，其餘正常。國際線全線正常。
2、華信航空：下午2時以後松山機場起降的國內線航班都取消。
3、遠東航空：下午1時以後，松山機場出發的國內線航班全部取消。
4、華信航空：AE7334/7335台北─石垣島來回航班將延後24小時起降。
5、立榮航空：10時以後本島往返馬祖航班取消。下午2時以後往返松山─金門、松山─馬公、松山─台東航班也取消，其餘各航線則維持正常起降，將視天候狀況機動調整航班。
6、國泰航空：香港往台北10航班（CX494、CX406、CX466、CX472、CX400、CX470、CX402、CX464、CX468、CX408）取消。台北往香港5航班（CX495、CX467、CX405、CX473、CX401）取消。台北往大阪、首爾、福岡航班，還有福岡、大阪、名古屋往台北航班均取消。另，東京/台北/香港（CX451）航班延至後天中午12時由東京起飛。

2、台東-蘭嶼交通船：8/20-21船班全面取消，22日視情況而定。
3、北市藍色公路：即日起暫停營運。
4、台中-平潭：海峽號22日直航船班取消，旅客可改搭23日船班。

【綜合報導】俄羅斯一名變性女子在上周慘遭一群男子施暴，除了被扒掉衣物，這名女子被男子們綁住和毆打，男子們的行徑相當慘忍。

Templeton新興市場集團董事長墨比爾斯(Mark Mobius)周二告訴CNBC說，印度股市價值已算便宜，但仍需進一步下跌，才真正呈現買進機會。

「還不是時候，」當被問到印度股市近來大幅下跌，對長期投資人而言，是否呈現了良好的進場點，墨比爾斯警告說道。「印度市場跌幅仍不夠深，還不具吸引力。」

印度正苦於高通貨膨脹，成長緩慢，經常帳赤字大增，及創新低的貨幣。問題的核心在於，預期美國聯準會(Fed)將於9月縮減購債計劃，廉價的流動性即將告終，外國資金流出因而加速。

印度股市周一大跌近2%，創11個月收盤低點。盧比下跌至新低點，外資賣出的擔憂加劇，藍籌股因而下挫。

管理530億美元基金的墨比爾斯說，他持有Tata顧問公司的股票，若該股價進一步下跌10%至15%，他將會加碼。

墨比爾斯並警告，印度盧比將進一步受到壓力。「由於美元進一步走強，盧比將持續受到壓力，」他說，「除非採取措施，限制資金外流，否則盧比仍可能大幅下跌。」

歐洲股市周二下跌，美國聯準會(Fed)最近一次會議記錄公布前，投資人態度謹慎，無意進場。

歐洲Stoxx 600指數下跌0.8%至302.25點，創8月最低收盤水準。

分析師說，Fed會議記錄明日公布前，投資人無意大量進場，股市走低。周四，因申請失業金數據轉佳，股市遭遇賣壓。任何數據若顯示Fed很快將縮減購債，將使股市受到壓力。

周二跌幅較大個股中， BHP Billiton (UK:BLT)下跌1.7%，該大型礦業公司說，6月結束的會計年度，獲利下降30%至108.8億美元，營收下降8.7%至659.7億美元。

Glencore Xstrata (UK:GLEN)下跌1.6%，該商品公司提撥資產損失費用84.7億美元，使得上半年出現虧損。

美國聯邦公開市場委員會(FOMC)周三將公布7月會議記錄。投資人預期Fed可能於9月開始縮減每月850億美元購債計劃。

因擔憂Fed縮減購債，近幾日，美國公債殖利率上升。周一，10年期公債殖利率收於2011年7月以來高點。

有分析師說，或許更務實的投資人會認為，如果美國官員證實將縮減購債，則市場可能已有所反應。有多頭指出，近來的賣壓，提供了長期逢低買進的機會。

德國DAX-30指數下跌0.8%至8300.03，法國CAC-40指數下跌1.4%至4028.93。英國FTSE-100指數下跌0.2%至6453.46。

摩根士丹利調降大鋼廠Salzgitter (DE:SZG)與ArcelorMittal (NL:MT)評等，由觀望調降至減碼。Salzgitter股價下跌3.8%，ArcelorMittal收低3.1%。

在倫敦，John Wood (UK:WG)下跌8%。該石油服務公司調降工程部門獲利展望，成長範圍由15%調降至10%至15%。
