12月送交土地註冊處註冊的本所有種類樓宇買賣合約共6003份，按月升18.6%，按年則跌34.2%。樓宇買賣合約數字為5875份，按月跌4.3%，按年亦跌39%。其中住宅樓宇買賣合同佔4667份，按月升23.1%，按年亦升42%。

據中央社報導，陳水扁醫療小組今日上午舉行記者會，指陳水扁腦部病變嚴重，智力嚴重退化，且有生命或健康上難以預測的風險，呼籲讓陳水扁居家治療。醫療小組召集人柯文哲説，陳水扁現在數學、空間定向感都在喪失，連100減7是多少，都算不出來；陳昭姿也説，陳水扁智力現在只有小學生程度。

陳水扁律師鄭文龍表示，2013年12月20日臺北地方法院刑事裁定陳水扁機密公文案停止審判，合議庭是根據高雄長庚醫院名譽副院長陳順勝的鑒定團隊報告。報告顯示，陳水扁罹患中等度額、顳葉為主的腦神經退化症，合併中度巴金森氏症候群、中度語言障礙、輕度失智症、嚴重尿失禁、重度器質性憂鬱症、重度睡眠中止症等。陳水扁有生命或健康上難以預測的風險，隨時會出問題。

柯文哲表示，昨天他探望陳水扁，陳水扁還在跟他講臺北市長要怎麼選，要證明自己還行，讓他很感傷。柯文哲也透露，政治是陳水扁的最愛，退化較少，但數學、空間定向感都在喪失，連100減7是多少都算不出來。2014/01/03

上海清算所發布最新《2013中國債券統計分析報告》顯示，去年中國債券市場總交易規模達262.7萬億元

上海清算所發布最新《2013中國債券統計分析報告》顯示，去年中國債券市場總交易規模達262.7萬億元人民幣(下同)，同比增3.85%。銀行間債券市場在現券交易總規模中佔比達97.6%、回購交易總規模中佔比達71.5%。截至去年底止，中國債券市場登記託管餘額達29.9萬億元，同比增14.1%。

從現券交易的成交品種來看，金融債、中期票據、企業債、國債及短期融資券等5個品種是主要的交易品種，佔比分別為30.64%、19.97%、16.87%、13.42%及12.34%。而在全年債券市場新增發行的6.9萬億元總量中，上海清算所佔比40.4%。

報告指出，截至2013年12月31日，NCD發行總規模達340億元，發行期限多為3個月，加權發行利率為5.225，與同期SHIBOR(5.33)保持較好的一致性。目前，銀行同業負債融資工具主要集中於同業存款、同業拆借和質押回購，根據去年三季度的財報顯示，10家發行NCD的銀行的同業存款4.62萬億元，同業拆入1.3萬億元，賣出回購金融資產8559億元，相比之下NCD在同業負債融資中佔比還很小，具有很大發展空間。(ta/w)

（中央社記者黃麗芸台北3日電）台北市敦化國中去年底傳出學生疑遭霸凌，家長登報陳情一案，台北市教育局今天表示，經調查認定，此案非校園霸凌事件。

台北市敦化國中有家長因不滿孩子疑似在學校遭到霸凌，雖向校方多次反映，但認為校方有意護短、想息事寧人，因此於去年底在媒體頭版買廣告刊登陳情書，要求台北市長郝龍斌給納稅人一個滿意的答覆。

教育局今天表示，針對此案，校方已於去年12月10日召開防制校園霸凌因應小組首次會議，由因應小組成員調查與了解，並約談相關師生12人，以釐清事件經過。

教育局指出，防制校園霸凌因應小組第3次會議討論報告昨天出爐，根據申訴學生指稱遭許姓學生欺凌一事，經逐一調查、瞭解及釐清申訴內容後，小組委員依據「校園霸凌防制準則」定義進行投票。

教育局說，投票結果顯示，為11票比0票，認定「本案非校園霸凌事件」，而是學生間人際衝突處理技巧不佳有關；此外，許姓學生與申訴學生皆應學習「情緒管理」及培養「良好溝通能力」。

此外，許姓學生與申訴學生若對調查結果有意見，可依校園霸凌防制準則規定，於收到書面通知次日起20日內，以書面具明理由，向學校提出申復。

敦化國中則表示，在學生或家長反映遭受欺負時，校方及導師雖有進行相關處理，但在處理方式上與家長認知恐有落差，對此深感遺憾及表示歉意。1030103
