林益世案餘波 蔡昌達控誣告 陳啟祥獲不起訴

「地勇案」牽涉中鋼「脫硫渣」利益，地勇公司負責人陳啟祥指高雄市副議長蔡昌達施壓，要他轉讓部份利益。蔡昌達因此控告陳啟祥誣告、偽證，高雄地檢署偵結，裁定陳啟祥不起訴處分。（林憲源報導）

地勇公司負責人陳啟祥在特偵組應訊時，指高市副議長蔡昌達利用質詢機會，要求環保局調查爐渣污染，逼迫地勇公司將向中鋼購買脫硫渣的權利，部分轉讓給天山公司。

蔡昌達控告陳啟祥誣告、偽證，不過，高雄地檢署調查認為，蔡昌達與天山公司股東介入爐渣利益，已經由特偵組依藉勢藉端勒索財物未遂罪起訴，而陳啟祥是被動接受檢察官訊問，才有不利蔡昌達的說詞，沒有讓他受刑事處分的意思，因而認定罪證不足。裁定陳啟祥不起訴。
