第一届管委會擺爛怎麼辦？

剛剛朋友打來大吐苦水
說他買的小社區第一次的管委會是建商選的，沒想到不管事的不管事擺爛的擺爛，他眼看著自己辛辛苦苦買的社區一天天的爛下去又氣又無力。
我對這種事還真沒經驗，請問有法條可罷免或什麼的嗎？
