德國國會「柏林-台北友好小組」主席威爾許（Klaus-Peter Willsch）在國際民航組織（ICAO）召開大會前夕致函其秘書長班傑明，籲請將台灣納入國際飛航安全體系。

國際民航組織將於9月24日至10月4日在加拿大舉行第38屆大會。中華民國交通部民航局長沈啟將以理事會主席特邀貴賓身分與會。

威爾許於12日致函中華民國總統馬英九，表達支持台灣參與國際民航組織。他在信函中說明，他已經將1份由67位德國國會議員連署支持台灣參與國際民航組織的聲明文件函送該組織秘書長班傑明（Raymond Benjamin）。

簽署聯合聲明的德國國會議員包括自民黨（FDP）籍國會副議長索姆斯（Hermann Otto Solms）、自民黨籍經濟部政務次長奧托（Hans-Joachim Otto）、基民／基社聯盟（CDU/CSU）國會黨團副主席費希巴哈（Ingrid Fischbach）、社民黨（SPD）籍歐洲理事會國會議員大會副主席史崔瑟（Christoph Straesser）及友台小組副主席綠黨（Die Gruene）的魏蘭德（Wolfgang Wieland）。
