債務人死亡後的遺產登記問題

祖母在88年6月死亡.但因死亡前已因民事確定為債務人之事實
死亡後雖然遺產清冊總額達1500萬(遺產稅已繳清卻未辦理遺產繼承登記)
後來遺產於94年期間被在全人聲請法拍.共拍賣掉1000萬左右

請問如今要去辦理繼承登記.登記費中的遺產總值認定是當初的1500萬還是債務清償後的剩餘總值?
