台東縣府協助台灣彩券立即型（刮刮樂）經銷商申辦作業，最近疑有不肖人士散布「到警局申辦良民證便可在社會處領取2000元現金」傳言，再派人在社會處外「堵人」給現金、騙取人頭，呼籲符合申辦資格的身心障礙者或低收人士勿受騙，以免影響自身社福權益。

1名民眾到縣警局外事課申請刑事紀錄等相關資料，證明素行良好，俗稱「良民證」，透露申辦後可到社會處「向專人領錢」，該事件才曝光。

縣警局外事課長周珈宇說，申請該項審核需要良民證，不管向不明人士領取現金民眾是否自知充當人頭，都有違台彩申辦作業，涉及不法。

縣府社會處福利科長高忠雲憂心已有人受騙或自願當人頭，強調申辦者必須是身心障礙者、原住民、低收入戶單親者，若是貪圖一時利益或遭騙而充當人頭者，本人卻未實際販賣獲利，未來若被查到「營利稅」等相關稅收，會影響其相關福利申請權益，甚至涉及刑責，得不償失。

惠特曼也表示，惠普正研究創新的消費者產品，包括一項結合筆記型電腦與平板電腦的裝置。
