戴爾提出員工優退計劃

【王秋燕／綜合外電報導】據《華爾街日報》報導，戴爾已經向員工提出自願離職計劃，員工可在12月20日之前選擇是否接受自願離職的優退協議。
戴爾發言人芬克(David Frink)指出，戴爾公司策略一直是永遠是改善成本結構，並釋放出資本用於投資那些對公司客戶較為重要的增長領域。
芬克沒有透露戴爾希望裁減掉多少員工。

縣市議會不透明　公督盟：1兆預算陷黑箱

【李英婷／台北報導】公民監督國會聯盟今上午舉行記者會，公布縣市議會透明度排行，指出除台北市與高雄市議事透明表現尚可，其他縣市皆不及格，質疑地方政府預算編列陷黑箱，議會把關機制失能。執行長張宏林指出，面對逐年嚴峻的地方財政，桃園、新竹縣、苗栗、南投、雲林等7縣市未刪除任何預算，此外，除了高雄與嘉義市刪除比例高於1%，其他縣市刪除比例大多低於0.5%。

張宏林還指出，根據《公共債務法》規定，縣市政府一年以上未償債務不得超過歲出總額比率45%，但截至10月，各縣市政府公共債務總計8713億元，其中宜蘭、苗栗縣、新竹市在一年以上債務平均達58%，嚴重破表。

新竹市民監督市議會聯盟發起人王俊秀則表示，新竹市政府包括世博台灣館園區計畫等約6個計畫是編列自償性基金，簡單說，該筆預算可不受監督。王諷，「新竹被票選為幸福城市，可能是借錢不必還。」桃園在地聯盟理事長潘忠政也說，桃園航空城計畫尚未徵地，已有老農喝藥自殺，議員卻一句話也不說的通過預算，議會監督功能不彰，倘若未來桃園升格，「只是淪為更大分贓」。

鴨翅摻毒害狗暴斃　果農毀損罪判刑

【許淑惠／台中報導】中市東勢區吳姓果農，不堪何姓鄰居養的2隻土狗經常跑進果園亂闖，今年2月，吳婦將一包摻有藍色不明毒物的鴨翅，丟在何男的倉庫與果園之間的水利地，2隻土狗誤食不久立即口吐白沫暴斃，吳婦坦承毒害土狗，求得何男原諒，台中地院依毀損罪判吳婦有期徒刑3月、緩刑2年。
