【林泊志／宜蘭報導】東森海洋溫泉酒店遭環保人士發現在美麗的礁岩上填水泥蓋泳池，還在海岸林木內蓋小木屋，宜蘭縣政府今要求業者限期拆除。
 
宜蘭縣政府指出，該溫泉飯店違反土地使用管制規定部分，依《發展觀光條例》處以罰鍰並責令回復原狀；擴大營業部分，縣府將持續查緝並依法辦理。
 
至於違反《建築法》及違建部分，已限期業者於明年1月10日前自行拆除完畢，若未拆除，縣府將強制拆除。
 
另違反國土委託經營部分，由財政部國有財產署北區分署宜蘭辦事處就違法部分，在相關單位否准後，通知申請人在一個月內拆除、恢復原狀，若未恢復原狀，將終止契約收回土地。

美股近來迭創新高，引發泡沫疑慮。前聯準會主席葛林斯潘(Alan Greenspan )昨(27)日指出，美國明年經濟成長可能會比部分分析師預期的要緩慢，但美國股市目前還未見到泡沫蹤影。

葛林斯潘在接受《彭博社》專訪時指出，目前股市並沒有出現泡沫的徵兆，並指出，雖然美股以現在的態勢繼續下去，不排出有泡沫的狀況，但目前尚未看到。

葛林斯潘指出，就算美股飆漲不停，美國經濟仍然受到「一定程度的不確定」壓制，導致投資怯步。經濟學家估計明年美國經濟成長將達2.5%至3%，但葛林斯潘認為這樣的預估，恐怕太過樂觀。

葛林斯潘自己預估，美國明年經濟成長應接近2%。彭博社經濟學家研究分析後，預估明年成長中值將達2.6%，今年則為1.7%。此外，葛林斯潘也指出，美國經濟動能受壓抑，一部分原因該歸咎於銀行系統，因某些大銀行並未有效營運，但卻未指名哪些銀行。

拜聯準會三度祭出量化寬鬆政策所賜，美國股市漲勢驚人，標普500指數今年來已飆漲27%，有望創下1998年來最大漲幅。昨(27)日標普500指數收漲0.3%，來到紀錄高點1807.23；道瓊工業指數收漲0.2%，收16097.33點，再創新高。葛林斯潘表示，長期而言，股市約每年上漲7%，且自2007年來就再無例外，今年出現的情況正打破這一規則，更突顯出，美股在過去幾年已經久久未漲了。

標普500指數於2007年10月飆漲至1565.15點後，隨即因為美國經濟陷入1929年經濟大蕭條後最長的衰退，而重挫57%。直到今年3月，標普500指數才又打破2007年的高點紀錄。
