陸央行：利率市場化考慮銀行資本充足性

中國人民銀行（大陸央行）網站今天刊出副行長潘功勝日前在中國金融會計學會的談話稿指出，進一步推進利率市場化改革仍面臨一些約束因素，特別是利率市場化與商業銀行資本充足性，以及金融市場結構之間存在密切的關聯。

潘功勝指出，進一步推進利率市場化改革的基本思想，首先要建立由市場供需決定的利率形成機制；其次是完善市場化利率體系與利率傳導機制，充分發揮市場在資源配置中的基礎性作用，同時提高央行利率調控能力，增加宏觀調控有效性，穩妥有序推進利率市場化改革。

潘功勝認為，利率市場化改革的約束因素，主要在於商業銀行資本充足性及金融市場結構之間有存在密切關聯，這些是利率市場化過程中需要考慮的宏觀因素之一。

桃園機場航班看板亂碼 旅客霧煞煞

〔自由時報記者姚介修／桃園報導〕昨日凌晨3點，桃園機場一、二期航廈因電腦系統故障當機，出入境航班資訊看板全是亂碼，完全無法辨識，旅客只能靠著航空公司的LOGO猜測，直到上午10點之後才陸續恢復正常。

桃機公司指出，航班資訊伺服器老舊發生故障，再加上切換備用伺服器必須由人工操作，航班資訊數據更新流量龐大，才會出現亂碼，對於造成旅客的不便，他們感到非常抱歉。

蔡宏圖：明年景氣比今年好

國泰金控董事長蔡宏圖認為，明年景氣會比今年好，主要交易對手、歐美市場都已經慢慢復甦、中國大陸市場也逐步穩定。

蔡宏圖今天參加第9屆公司治理論壇，接受媒體採訪時作以上表示。

蔡宏圖說，台灣主要的交易對手、市場，包含歐美市場已經逐步復甦，中國大陸市場也逐步穩定，明年景氣應該比今年好。

媒體報導，中央銀行總裁彭淮南說，創新高的美股、全球正夯的虛擬貨幣比特幣都是泡沫，甚至台北房市也有價格所得比偏高問題。蔡宏圖說，自住型比較沒有泡沫化情形，但部分地區確實有炒作比較嚴重的疑慮。

不過，對於房地產包含地上權、商辦和股市部分，蔡宏圖表示，會持續尋找好的標的繼續著墨。

降民法利率 金管會憂地下金融

行政院金融監督管理委員會主任委員曾銘宗今天說，如果調降民法利率20%上限，將造成金融地下化，超過百萬人受影響。

民法規定，約定利率，超過週年20%者，債權人對超過部分的利息無請求權。

立法院司法及法制委員會上午初審民法部分條文修正草案，中國國民黨籍立法委員潘維剛質詢曾銘宗對修法的看法。

曾銘宗答詢表示，他不站在保護銀行立場，站在保護廣大民眾與中小企業角度而言，萬一利率降到15%、12%，有需要的人到哪借錢？要地下化嗎？這是很現實的問題。

他說，銀行少貸款業務沒太大傷害，但現在借得到錢的人超過100萬人，萬一走向地下化，影響巨大。

工程會：機場捷運104年通車

公共工程委員會主委陳希舜今天將赴國民黨中常會報告，其中對於民眾關切的機場捷運建設，預計民國一○四年十二月全線通車。

中國國民黨下午召開中央常務委員會將邀請行政院公共工程委員會主任委員陳希舜就「公共建設推動辦理情形」提出專題報告。

根據書面報告指出，公共工程雖多屬硬體設施，但最終目的應以「人」為本，除建立永續、友善及便利國人使用的公共建設外，工程會將加強跨域協調溝通，導入興利與獎勵的機制，提升公共建設效率。

書面報告中，也就多向民眾關切的重大計畫執行情形提出說明，包括國家生計研究園區、台中捷運系統烏日文心北屯線建設計畫、衛武營藝術文化中心建設計畫、花東線鐵路瓶頸路段雙軌暨全線電氣化計畫、桃園國際機場聯外捷運系統、台九線蘇花公路山區路段改善計畫、湖山水庫工程計畫。

其中，有關機場捷運建設，書面報告指出，總經費新台幣一千一百億餘元，計畫期程自九十二年六月至一○六年十二月，並訂於一○四年十二月全線通車。通車後，將串聯桃園國際機場、高鐵、台鐵、捷運形成更完備、更便捷的複合運輸系統，未來由台北車站到機場，僅需約卅五分鐘，可縮短旅客往返機場旅運時間。

另外，書面報告也說明愛台十二建設推動情形。書面指出，愛台十二建設，預計八年（九十八年至一○五年），總投資規模達三兆九九五六‧五九億元，包括政府投資二兆七九四四‧四五億元、民間投資一兆二○一二‧一四億元。

愛台十二建設推動執行情形，截至一○二年度第三季，累計分配數為一兆六千億餘元，累計執行數為一兆五八七八億餘元，總預算執行率九三‧六五%，達成率五六‧八二%。

總體計畫政府已投資部分的執行超過九成，且以八年期程來看，目前執行四年又三季的達成情形超過五成，尚符合進度。

「愛台十二建設」，包括便捷交通網、高雄港市再造、中部高科技產業新聚落、桃園國際航空城、智慧台灣、產業創新走廊、都市及工業區更新、農村再生、海岸新生、綠色造林、防洪治水、下水道建設等。

前幾天在MOD上的199吃到飽專區看了一部國片 不得不說，真的是一部___片 雖說卡司是一個影帝搭配另一個影帝影后之子 可是整個劇本跟導演根本是鳥蛋，亂演一通 維基了一下，票房果然慘烈，還被網友評論過分醜化台灣...... 平心而論，裡面是真的把很多台灣的文化亂演一通.... 難怪在台灣票房如此淒慘 可是好奇的是，這樣的作品到對岸去，會不會是開出紅盤，大呼叫好？ 不過說到醜化他國文化，像好萊塢這樣的電影強權 常常到世界各地去取景 像 "玩命關頭5" 到里約熱內盧取景 把巴西的醜陋面完全攤在全世界面前(也不知道有沒有誇大) 更不清楚這部戲在巴西當地有沒有上映，會不會有共鳴 而 "即刻救援2" 到土耳其伊斯坦堡取景 威能老爸在別人國家的屋頂上亂丟手榴彈 搞的好像土耳其是美國管的似的..... 不知道這部戲在土耳其評價如何？ 有沒有哪些片子是把他人國家的文化拍的太over的.... 有沒有這樣的片子在那個國家評價的八卦？ -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 111.254.185.115
