急欲尋找有漂亮殖利率的債券、想要布局在長快速的經濟體，這樣的想法，吸引很多富有的投資人前往有異國風情的地方。這些大膽的冒險者把資金押注在所謂的邊境市場，貧窮、金融監管極不成熟。

非洲大陸充滿了這類的投資機會，如今年剛發行美元計價債券的盧安達和坦尚尼亞，就獲得許多投資人青睞。現在投資邊境的最前線，往前推展到了莫三比克。

《經濟學人》報導，今年 9 月，瑞士信貸 (Credit Suisse) 和法巴銀行 (BNP Paribas) 代表莫三比克國營企業 EMATUM 籌集了 5 億美元資金；瑞信將此債券以參與式票據 (loan-participation note) 的型式售出，2020年到期，殖利率 8.5%。不久後，俄羅斯銀行 VTB 也為 EMATUM 再籌得 3.5 億美元。

這種方法比發行一般債券更來得簡單快速。 VTB 也已經用這種方式替安哥拉募集了 10 億美元資金。這些債券都是摩根大通新興市場債券指數的追蹤標的。

不過，這些資金被用在何處，比怎麼募來的更重要。莫三比克是個窮苦的國家，其預算中有一部份是來自於國際補助，和富有國家的低利貸款。莫三比克公共財政還算穩固，因為它的還款壓力不大。當它在私人市場上尋找資金時，這筆錢通常被用於某些建設案，如付費公路、機場、發電廠等，這些設施會帶來跟支出相當的利潤。

不過 EMATUM 只是一家捕鮪魚的公司，在 8.5 億美元到位前，它才成立不過幾個星期。

國營漁業公司不是什麼令人注目的投資題材。但投資人知道，在莫三比克外海有龐大的天然氣蘊藏量，鮪魚賺不了什麼外匯，但天然氣可以。莫三比克債券有該國財政部擔保，其殖利率與美國國債相比可說非常誘人，也讓投資人覺得風險是值得的。

一家法國船廠已經接到約 3 億美元訂單，要訂製兩艘漁業船艦及數艘巡邏船。剩下的資金會被用在何處尚不明朗，但它得支付沉重的利息。可以確定的是，對這些國家來說，想要高殖利率的投資人捧著錢來借，不借實在太可惜。而不討好的角色又落到了 IMF 身上，呼籲注意擔保成本、呼籲 EMATUM 應聲明它所進行的非商業活動，都成了 IMF 的工作。

MSCI最新季度調整，今天盤後生效，雖然台股權重再度遭到微降，但法人認為影響不大，反而是獲得MSCI新增的全球小型股指數成分股，今天鑲上MSCI光環，表現搶眼。其中特斯拉相關概念股也趁勢反攻，和大(1536-TW)衝上漲停，F-貿聯(3665-TW)漲幅也逾半根。

MSCI今天收盤後生效的季度調整，台股被納入新增全球小型股指數成分股共有15檔，分別為名軒(1442-TW)、貿聯、先豐(5349-TW)、晟德(4123-TW)、益航(2601-TW)、醣聯(4168-TW)、和大(1536-TW)、F-福貞(8411-TW)、南六(6504-TW)、友華(4120-W)、潤弘(2597-Tw)、杏輝(1734-TW)、東隆興(4401-TW)、建鼎(3044-TW)、F-永冠(1589-TW)等。

這些後續可望擁有MSCI光環加持的個股，今天表現相對強勢，其中有族群性的除了2檔特斯拉概念股外，生技股也有4檔，杏輝、晟德、友華、醣聯也是盤面亮點。

法人指出，這些新增被NSCI納入全球小型指數成分股的個股，除了可望成為外資選股參考外，對「內資」更具吸引力，勢必吸引內資目光，如持股偏低，建立基本持股的可能性也大增。

美國聯邦航空總署 (Federal Aviation Administration，FAA) 擬下令航空公司，搭載奇異公司 (General Electric Co.)(GE-US) 所生產引擎的波音 787 型夢幻客機與 747-8 巨無霸客機，避免駛入暴風雨。因日前波音公司 (Boeing Co.)(BA-US) 日前警告，部分新型飛機有結冰風險。
 
《彭博社》報導，FAA 昨 (25) 日發表聲明表示，本周將發布的命令效力只是暫時性，以確保飛行員在飛行時碰到引擎結冰狀況，波音客機所搭載 GEnx 引擎遇到結冰時，推力恐降低。日本航空 (Japan Airlines)(9201-JP) 日前決議將部分亞洲航線波音 787 型客機以他型客機替換。

飛行於暴風雨中，已存在被閃電擊中與亂流的可能性，目前又再添增引擎結冰的風險，使原本的情況更加雪上加霜。奇異公司表示，當客機行至熱帶地區的高空時，就有可能遇到強大暴風雨，在這種情況下引擎就有可能會結冰，降低原有效能。
 
美國聖地牙哥航空顧問 Tecop 國際公司 (Tecop International Inc) 董事長 Hans Weber 透過電訪指出，要達成引擎結冰的狀況需要多項因素才有可能達成，因此這是一種極為罕見的現象。Weber 說：「引擎結冰的狀況不只有奇異生產的才會發生，所有接近暴風雨高空的飛機引擎都曾發現這種結晶體。」

波音公司打造的雙引擎 787 型夢幻客機，使用複合式材料製成。於 2011 年 10 月在全日空控股 (ANA Holdings Inc.)(9202-JP) 旗下的全日空 (All Nippon Airways) 服役，該航空公司為波音夢幻客機世界最大客戶，但客機所搭載的引擎為勞斯萊斯 (Rolls-Royce Holdings Plc)(RR-UK)所生產的引擎。
 
波音公司股價收盤下跌 2.2%至每股 133 美元；奇異公司亦跌 1.3%至 26.73 美元。
