民進黨要求行政院長江宜樺「道歉才能上台」施政報告，馬英九總統與江揆1日對此表達「高度遺憾」。最新消息指出，堅持「不為沒有做過的事情道歉」的江揆態度軟化，願意向立法院表達「深感不安、過意不去」之意，周五上台報告也因此露出一絲曙光。
行政院發布新聞稿指出，立法院本會期開議之初，民進黨即以「毀憲亂政」為由，要求江宜樺先道歉才能上台進行施政報告，昨日則又以「監聽國會」為由，要求江宜樺必須先道歉。對於這種「道歉才能上台」的議事杯葛手段，行政院無法認同。
政院認為，因為憲法增修條文明確規定，行政院有向立法院進行施政報告之責，而立法院則有進行質詢之權，反對黨不應該以霸占主席台或發言台之方式癱瘓議事，並影響其他委員應有之質詢權。

關於「毀憲亂政」之指控，行政院說，江宜樺已於多次場合澄清說明，在王金平能否繼續擔任立法院院長一事上，行政院並無褒貶評論之意，僅強調無論政局如何發展，都必須做好心理準備。 (接下一頁)
