國安局長蔡得勝今（28）日表示，馬英九所使用的通訊工具，都由國安局所提供，只要使用這些工具，他認為遭監聽、洩密的可能性相當低。

英國《衛報》上週揭露美國國安局監聽全球35國政要的消息，國安局長蔡得勝今（28）日表示，馬英九所使用的通訊工具，都由國安局所提供，只要使用這些工具，他認為遭監聽、洩密的可能性相當低。至於台灣政要是否有遭監聽的情形，他表示還要進行調查。
《衛報》上週披露美國中央情報局前任僱員斯諾登的機密文件，指美國間諜竊聽全球35個國家和地區政要的電話通訊，而這些電話號碼是白宮、國防部和國務院官員提供的。
蔡得勝上午赴立法院外交及國防委員會備詢，他表示馬總統的通訊工具都由國安局提供，這些都是安全無虞的工具，只要使用這些工具，遭監聽洩密的可能性就相當低。但國安局仍在深入了解，是否美國有監聽台灣的情況
蔡得勝在答覆立委邱議瑩時還指出，他不認為台灣會是美國監聽的目標，畢竟台灣被美國列為友好國家，「沒有像其他國家那麼有必要性」。
但邱議瑩質疑，法國、英國政要都顯示有遭到監聽，它們同樣是美國的友好國家，蔡得勝則回應，這些國家跟美國利益息息相關，「我們相對來說，應該不會是美國的第一個目標，但不是說沒有（監聽）」。
立委林郁方則詢問蔡得勝，國安局裡的保密電話和他自己是否有被監聽，蔡得勝則說，自己不是那麼重要的人，「我不是賓拉登」。目前國安局都有檢測是否遭監聽的設備，但並不是百分百能夠防止。
至於對岸是否也對我國政要進行監聽，蔡得勝坦言對岸監聽台灣不僅馬英九，還有「很廣的範圍」，包括自己也是監聽的對象。
