愛尼斯說，這一裁決雖超出司法界定範圍，但要成為加拿大公民，還得取決於對他人的尊重，以及有意願面對文化、社會和經濟方面的挑戰來解決彼此之間的差異。

他說，自己非常認同前聯邦法官莫爾東（Francis Muldoon）的觀點，即要成為加拿大公民，不是件可以馬上實現的事情，而是要通過真正住在這裡才能獲取的一種經驗，這是因為加拿大的生活和社會只有加拿大才有，其他地方沒有。

*巴裔移民僅住150天就拿到公民身份

愛尼斯對加拿大國籍價值的這番定義，起因是此前一名叫納文（Fatima Naveen）的巴基斯坦裔醫學院學生在加拿大僅居住150天就拿到了公民身份，遠遠低於公民法要求的3年居住期限。

納文2004年隨父母移民加拿大成為永久居民，抵加後居住在安省烈治文山，4天後前往美國加州繼續學業，在後來的4年中，她回到加拿大居住的時間非常少，但還是在2007年提交公民申請。

她在申請中辯稱，自己雖僅在學校放假時回加拿大居住，總計居住時間雖僅十幾週，但已和父母一道以加拿大為中心，並打算完成學業後加拿大定居。

她的這一說法得到公民法官認可，2012年，納文被授予公民身份，但被聯邦公民與移民部上訴。上週五，聯邦法庭裁定，納文沒有在加拿大住夠入籍所要求的時間，因此公民身份不成立，駁回公民法官此前裁定。

愛尼斯在裁決書中說，如果有人將在其他民主原則、政治和文化與加拿大相似的任何國家學習，當作是加拿大歸化經驗的話，就等於是說加拿大在國籍和其他相關事務方面和其他國家沒有區別。另外，歸化加拿大，也不是通過這種父母和國外學習的孩子之間的反滲透實現。

他說，此前人們對公民法不斷出現誤讀，甚至認為有的人只需住夠1095天居住要求的一個零頭，就可獲得公民身份，因此出現以前還曾有學生僅居住了79天，就獲得了公民身份的情況。他說，事實上，公民法要求的是，申請公民必須得實際住夠要求的時間，或其他入籍要求的類似情況。

【邱俊吉／台北報導】衛生福利部今上午召開食品重大違規業者不當所得的追繳及修法加重罰則研商會議，全程不對外開放，目前已知初步結論是，追討不當所得是可行的，只要能掌握公司財報，即可了解其獲利狀況，如此便能推算出可討回多少錢。

【大紀元10月26日報導】（中央社華盛頓25日法新電）波音公司（Boeing）與洛克希德馬丁公司（Lockheed Martin，簡稱洛馬）今天說，他們將連手競標美國空軍550億美元新造轟炸機案。

2家公司發表聯合聲明，他們競標的新型長程打擊轟炸機案（Long-Range Strike Bomber），波音擔任主要承包商，洛馬是主要合作夥伴。

空軍發言人古里克（Ed Gulick）說，這個計畫將打造80至100架新型長程匿蹤轟炸機。

他說，每架新型長程匿蹤轟炸機造價約5.5億美元，如果訂購100架，總經費需要550億美元。古里克說，預定2020年中期開始交機，也就是「目前老舊機隊退役之前就會開始交機」。

美國空軍有B-1與B-2兩個計畫，以取代老舊的B-52轟炸機，但這兩項計畫都有經費嚴重超支的問題。空軍只買了20架諾斯洛普格魯曼公司（Northrop Grumman）製造的B-2轟炸機，這也是美國空軍最新型的長程轟炸機。

為了研發新型長程打擊轟炸機，空軍2013會計年度編列2.92億美元預算，2014會計年度則有3.79億美元。

根據美國防部，這種新型轟炸機應使用「經過證實可靠的技術」來設計，打造1種長程、有能力投射核子彈的戰機。且這類戰機應在某些情況下可遙控飛行，以在防空砲火嚴密保護的衝突區順利執勤。（譯者：中央社何世煌）
