行政院長江宜樺16日帶領閣員與中小企業座談，對於企業建議，放寬最低股票面額限制，金管會主委曾銘宗當場表示，將著手修法，目前每股股票面額最低為新台幣10元，未來將沒有最低限制，預計今年底完成修法。

在與江內閣座談時，全國中小企業總會的初創業投資管理顧問公司在會中提到，股票面額雖然從法制面分析，對中小企業似無影響，但企業在初創時期的組織型態選擇上，卻實際承受運作的困擾，因此，政府施政，應考量如何創造更大的彈性空間，讓整體經營環境更完善，而非為防弊來侷限企業的經營發展，讓國家整體經濟也連帶受到影響。

因此，初創業投資管理顧問公司認為，取消最低面額10元的限制，我國股票面額制度就有很大彈性空間，同時也讓國內外企業法令遵循成本一致化，不會有一國兩制的了矛盾與公平爭議，同時，股票面額的彈性化，也可促進國家經濟競爭力排名的評比，更具有向上提升的機會。

對此，曾銘宗在會中也直接宣布，金管會正研議放寬股票最低面額限制，即未來每股股票面額不限於一張10元，預計今年12月底完成修法。

曾銘宗解釋，首要要先修「公開發行上市股票的股務準則」，修完之後傾向讓股票面額有彈性，目前每股最低面額要10元，已請證期局研修相關法令，未來股票面額不一定要10元，將沒有最低限額，傾向沒有下限。

曾銘宗表示，由於涉及很多法令，加上實施已幾十年，修法需要時間，而且修改後還要對外公告，並聽取各界意見，但金管會已委外研究過，包括證交所和櫃買中心也早已做過研究，未來放寬股票最低面額限制後，可以讓新興創投產業彈性更大。

83f084ec0a3ef4a4c49e8c5417709fbc 方塊堡壘（Block Fortress）是一款於2013年3月初所推出的 iOS 手機遊戲 APP，其開發商 FOURS4KEN Media 是一群僅4人所組成的團隊，旗下曾推出蟲蟲英雄（Bug Heroes）、紐約僵屍（N.Y.Zombies）以及方塊堡壘等知名經典APP。如今，在前幾天的官方 Twitter 上他們公開表示2013/12/5將會推出方塊堡壘的續作：方塊堡壘戰爭！

MOBA + RTS + STG = 塔防創世神

方塊堡壘的玩法其實就是結合了塔防、射擊與《我是創世神》一樣風格的沙盒自由建築要素所構成的一款遊戲。由於遊戲的概念是以《我是創世神》為基底，因此畫面當然就是全以方塊為主體，而顏色的呈現也相當單純。雖然看似簡單，但是中槍後的受傷紅畫面、射擊與爆炸的火花效果，甚至天氣狀況還是很盡責的呈現出一般第一人稱射擊遊戲的快感。

遊戲的玩法是典型的塔防，而且自由度相當高，玩家可以在廣闊的地圖上任意選擇位置來建造基地，地形的差異會直接影響到防守的難易程度。此外，遊戲還提供了多種樣式的炮塔、武器以及輔助設施，各種的搭配和擺放位置也頗有學問。

如今續作裡官方特地以『MOBA』的玩法為主軸，將會有多人模式可以進行，此外在續作中玩家還能培養自己的小隊成員，最終目標當然還是摧毀敵人的基地。雖然目前官方透露的情報不多，但相信已接近開發完成狀態，就讓我們繼續期待今年年底遊戲的上架吧！

【短片】一捐40萬！　熱心人助華山買車

【林泊志／宜蘭報導】華山基金會為協助宜蘭獨居老人就醫，對外募集接送用的「到宅車」，有661位民眾響應，募得17萬元，但距購車仍有遙遠距離，去年曾獲省府芳草人物的宜蘭市民張馬義聞訊後，和妻子慷慨捐出40萬元，補足不足的購車款項，今舉行捐車儀式。
 
「基金會需要一輛車」，現年77歲、長年從事木材事業的宜蘭市民張馬義表示，日前在百貨公司捐血活動時，他正巧聽到華山基金會欲募到宅車，協助獨居老人就醫。熱心公益的他與妻子張林玉蘭討論，決定捐出40萬元，補足差額。
 
為了讓這部到宅車更有意義，張馬義為該車取名為「吉祥號」，盼老人家搭上此車都能吉祥，基金會今天舉行捐車儀式。
 
華山基金會宜蘭縣代理縣站長呂碧玫指出，基金會在宜蘭12鄉鎮陸續設立10個天使站，幫助獨居老人，免費提供失依、失能和失智的老人到宅服務。老人家常有慢性病，得接送就醫，目前僅大同及三星等地有到宅車可用，宜蘭站「吉祥號」第3輛，至今還有9個鄉鎮欠缺。

坑勞退基金及散戶38億　2基金經理人遭訴

【賴又嘉／台北報導】最高檢特偵組偵辦政府基金代操弊案，查出日盛投信專戶部前投資長陳平與前寶來投信協理瞿乃正，涉嫌利用代操勞保、勞退基金機會，利用先行交易、相對委託成交等手法，並撰寫無合理基礎依據的投資報告，以人頭低買高賣政府基金準備入場購買的股票。

特偵組查出，2人3年內共套取7千餘萬元暴利，卻導致兩基金與眾多投資人損失達38餘億元，特偵組依違反《證券交易法》與《刑法》背信罪，將2人起訴。

特偵組查出，陳平坑殺的36檔股票，其中較嚴重的為綠能（虧8263萬餘元）、尚志（虧237萬餘元）、新日光（虧1544萬餘元）、F-譜瑞（虧5859萬餘元）；瞿乃正則購買F-晨星等24檔股票。

檢方批評陳、瞿2人深知資產投資信託乃最大誠信之行業，卻計較於眼前私益挑戰市場規則，迷失於金錢遊戲，套取不法鉅額利益，大賺Easy Money，造成其受託代操的政府基金一再出現虧損黑洞。

檢方並感嘆，貪婪，是幾世紀來人性始終翻越不過的高牆，「關了華爾街，還有千千萬萬個華爾街」，認為2人造成政府基金及投資人38億餘元虧損，共獲利7205萬餘元，建請法院從重量刑，併科較重罰金。

大家好!! 前陣子在版上發文詢問眾厲害版友的意見 詳情請參見"[問題] 比EL還要持久耐出油的粉底!!" 之後決定聽從大家的建議購入SOFINA零油光妝前 本身膚質: T字超油肌 毛孔粗大 每次只要出油後鼻子上的妝會呈現很崩潰的"融掉"狀態~ 在外隨時都要密切注意照鏡子 有機會就補妝 尤其是大熱天 試驗結果:妝前零油光+舊版EL 才一上妝就臉上多處斑駁(鼻翼鼻頭 嘴周 眼下)+卡粉 妝感不甚服貼 而且觸感比單擦EL更乾 非常的不好推 (我都用萬能的手指上妝) 一整天下來 居然變成大出油的那種融妝+斑駁 形成一個「妝前很乾 斑駁 出油後也斑駁的窘境」 Orz 陸續還試了手邊的肌鑰 SKII粉底 還是都不滿意>SOFINA零油光妝前+嬌蘭超時完美(色號01) 真的很令人驚豔 超時的觸感非常的Juicy 用手指非常好推 上完妝感覺是緊緊的貼合在肌膚上 和肌膚融為一體 隱約帶點明亮的光澤 和EL偏厚的妝感不同 一整天下來 出油量減少了三分之二!! 一直到妝後5~6hr 鼻頭才開始有出油 在這邊說明一下 因為我工作性質是必須常常戴口罩 我有試驗過 一整天沒戴口罩 連鼻頭的妝都是完整一整天!!! 下班時看到妝還服服貼貼的在臉上 真的很開心 連對彩妝一竅不通+眼拙的男友 都說看起來真的皮膚比較好 但是在有戴口罩的日子裡 鼻頭還是在5~6hr後 就會因出油+磨擦 出現一小小塊脫妝 整體而言算是非常滿意 於是立馬代買了超時 這期間碰巧版上有出現金珠粉和馬卡龍的懷舊關鍵字 我又碰巧途經新竹丸竹(是有沒有這麼碰巧XDD) 就手滑了金珠粉+玫瑰蜜粉 結果SOFINA零油光妝前+嬌蘭超時完美+ 金珠粉 用丸竹金珠粉定妝 抑制出油的效果真的優於歌劇名模蜜粉!! 而且金珠粉的粉質比名模細很多 也比較有光澤 真的像版友說的 刷上去會覺得毛孔有變小的感覺!!! 但是 在帶口罩的日子裡 鼻頭會小塊脫妝我還是不滿意 於是大膽嘗試了馬卡龍 礙於超時試用包已經用完 代買新品還沒到手 加上爬文說一定要用乳液狀的粉底才容易成功 我手上只有Orbis 極致抗陽粉底液 比較接近乳液狀 (PS很推這款夏天出遊用 SPF50可以直接當防曬 非常好用 已經用第2罐了!!!) 用法 全臉薄刷(非常薄)丸竹金珠粉->Orbis極致抗陽粉底液-> 金珠粉T字 玫瑰蜜粉全臉 效果大好!!!!!!! 除了ORBIS這款比較輕透 遮瑕力稍遜 需要再補遮瑕以外 一切都很完美 真的一整天就算戴口罩也完勝阿!!!全臉和鼻子都沒油光! 我實在太開心了 現在很期待超時到貨之後 搭配馬卡龍的效果 雖說爬文有版友提到馬卡龍不能用太乾的蜜粉 沒想到我用金珠粉居然可以! 分享給和我一樣住在高雄又終極大油肌的朋友!! -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 61.64.18.13
