【蔣永佑／台北報導】政大地政係教授徐世榮與台大哲學系學生洪崇善，今年7月23日2人趁衛福部揭牌時，欲就大埔案向總統馬英九陳情，卻遭警方粗暴逮捕，2人認為是國安局下令警方違法逮捕，於是自訴國安局長蔡得勝等人傷害、私行拘禁、強制及誹謗。
 
士林地院今首次開庭，法官並未傳喚被告的國安局長蔡得勝及大同分局偵查隊長賴俊堯、重慶北路出所長歐陽俊3人，僅就被告身份向徐、洪確認，2人表示是依照當時警方勤務組織架構提告，對其他不明共犯也不清楚，希望法官能調查。
 
徐世榮離去時表示，希望法官能傳喚3名被告到庭，說明當時下令逮捕的過程；洪崇善也希望警方可提供相關值勤錄影以還原現況。2人律師則強調，今天只是按程序進行準備庭，但希望法官下次能傳喚被告，因為事涉違法逮捕的共犯結構尚須釐清。

台灣宅配通再傳雙捷報，18日順利通過上市審議委員會審查作業，甫結束的中秋連假業績更傳爆量，較平日大增達兩成。台灣宅配通以強烈企圖心力拚於今年底掛牌上市，預期將成為全台第一家上市成功的宅配業者。

東元指出，受惠於網購與中秋送禮熱潮，台灣宅配通中秋節業績暴增，較平日成長近20%，成長幅度較高區域分布於北部，特別是台北市、新北市與基隆市。業績爆量始於9月初，分析此現象與傳統中秋送禮習俗、家庭聚餐等需求有關。

台灣宅配通於去年12月成功興櫃後，不到9個月即提出上市申請，並於9月18日通過上市審議，向年底上市再邁進一大步。東元表示，東元集團在2000年布局於服務業投資成立的台灣宅配通，是東元由製造業擴充轉進物流服務業的重要指標。四年前由東元電機總經理邱純枝出任董事長後積極整頓，連續締造績優表現，去年度營業額25億，毛利率高達23.5% ，經營績效居同業之冠。

聯合國防止人口販運人士於上周五公開抨擊義大利政府，在處理人口偷渡與走私問題缺乏整體規劃，使得2010年歐盟的人口走私受害者中，義大利便占了歐盟人數1/4，聯合國也呼籲義大利應該確保防治人口走私預算不會縮減，並重新檢討走私販的法律。

聯合國人口販運問題特別報告員埃茲羅表示，許多受害者被販賣到義大利後，常常成為性奴隸或被剝削勞工，而由於義大利國土及海岸線狹長，已經成為人口走私的天堂，以及從東歐及非洲人口走私人口的轉運站。她更指出，一名亞洲女性，因受到暴力威脅在成衣廠工作，最後造成雙眼失明。

另一名21歲奈及利亞婦女家人，曾同意支付走私販6萬歐元（約台幣240萬元）代價，希望將家人成功偷渡到歐洲，但最後該女子卻被迫賣淫還錢給人蛇集團，家鄉親人不但未偷渡成功，也從此生活在暴力集團恐嚇陰影下。埃茲羅表示，「人口走私販現在越來越危險，法律上免刑責，手段也膽大無天。」

根據歐盟最新資料，2010年在義大利查出的人口走私受害者共2400位，約佔歐盟整體四分之一。

埃茲羅表示，經過與許多單位開會後，她確認義大利人口走私的問題已經繼續擴散，目前受害人數至少有數千人，但目前義大利處理這項問題卻缺乏統一窗口。她因此建議義國政府應該重新修改界定人口走私販法條，並說服男性大眾切勿雇用妓女，同時也盼望義國政府不會因為經濟不佳，而削減取締人口走私工作的相關預算。
