台股新增1,200檔上市櫃個股可在平盤下放空，將從今（23）日上路，證交所昨天召集相關單位共同進行電腦系統測試，預期新制度上路，股市交易沒有問題。

金管會為提升證券市場動能，回歸市場機制所實施的第2個方案「放寬平盤以下可融券與借券賣出標的範圍」今起實施。

證交所表示，主管機關公布上述方案後，即積極監督證交所、櫃買中心及證券商業者進行各種準備，相關辦法均已公告，作業手冊也完成修改。

為確保系統運作順利，相關單位並利用連續假日積極進行各種電腦系統準備，從昨天上午8時起，由證交所、櫃買中心及50家以上證券商進行最後測試，測試結果圓滿達成，於11點45分全部完成。

證交所表示，2008年全球金融風暴前，台股即已開放平盤下可放空，但因2008年全球股市重挫，台股也難倖免，當時政策宣布平盤下全面禁止放空。

之後，先開放150檔權值股可在平盤下放空，此次開放可信用交易個股平盤下可放空，共計有1,200檔上市櫃公司個股，因而電腦系統不是問題。

不過，證交所強調，對於開放平盤下可放空的措施，已有相關配套措施，預期會讓市場衝擊降至最低。

今日起實施平盤下可放空的標的，若今天收盤價為跌停、或無成交價、但收盤時最低賣出申報盤價為跌停價時，明天將暫停放空，後天才能恢復放空；但若明天收盤價或最低賣出申報價格仍跌停，後天繼續暫停放空。

短評－莫言與林依晨的話

訪台的大陸諾貝爾文學獎得主莫言，與網上點閱率突破7億的古裝劇《蘭陵王》劇中女主角林依晨，這兩天談話不約而同都強調了「人性」。莫言說，文學要反應「人性」才有價值，林依晨認為，戲劇不能離開「人性」。

莫言說：「我不會把國民黨當渾蛋、把共產黨當神來寫，而是超越政治與階級，把所有人當人，看見他們的人性、與人性黑暗面」。林依晨說，她演戲「不受演出角色的框限，而是希望借演出的每部戲，帶觀眾去看見更深層的人性」。他們的話都發人深省。

兩岸互動多年後，大陸民眾逐漸看到台灣的人文素養，看到最美的風景在人，看到處處是雷鋒，看到其中蘊含著中華文化的深厚底蘊。但是也看多了台灣人對大陸人充滿著「莫名奇妙的優越感」，甚至對大陸充滿仇視的情緒。不能否認，這與兩岸長期敵對及一些政治人物的操作有關。

兩岸民眾多從電視或是媒體取得對岸的資訊，從媒體得到的認知，不能反映真實的情況。大陸對台灣最深刻的印象是「立法院打群架」，台灣對大陸印象最深刻的是「鎮壓、貪腐、特權」，都不能反映全貌。

從人性來看，台灣人不全是美麗的風景，當然也不全都充滿莫名的優越感，就像莫言說的，「貪官不是青面獠牙，也是人子、人夫、人父，有人性的流露。」大陸人也不必然對台充滿「統戰陰謀」。兩岸之間必須多一點同情的理解，能夠設身處地為對方著想。

兩岸正走向統合，兩岸之間不論是民眾還是政府，只有以正向的態度去理解對方、接納對方，統合的過程與結果才會更符合人性。

台大醫院小兒部名譽教授、李慶雲兒童感染暨疫苗發展醫學文教基金會董事長李慶雲表示，對老人來說，每年打流感疫苗預防流感，「這是很重要的事。」4價疫苗效果優於3價疫苗，「但若政府沒錢，說什麼都沒用。」

李慶雲他指出，很多老人死於肺炎，若老人得流感，肺炎機率會增加，大部分老人肺炎來自孫子從學校帶回家的流感病毒，因此老人和小孩都應每年接種流感疫苗，從源頭降低得流感和肺炎機率。

李慶雲分析，台灣流感疫情和美國不同，一般來說會提早1到2年，台灣更需要的是和亞洲國家特別是中國大陸及東南亞疫情資訊分享，「新的病毒株很可能來自大陸和東南亞，問題是大陸的訊息，大家都不清楚，通常從香港先傳出來。」如何做好疫情調查、讓各地疫情更透明化，不僅關乎流感危害，更關乎新興傳染病防治。

「錢的限制太大了。」李慶雲感歎，新疫苗不斷問世，效果更強、保護力更好，價格也更貴，當政府財政困難，要編列預算讓民眾施打新疫苗，是「讓人頭痛的問題」。

但站在疾病預防角度，他認為行政院、立法院都有責任和義務，從更長遠的眼光去思考預防勝於治療的意義。
