針對治水問題，行政院內政部長李鴻源1日表示，治水是快不得，要有足夠的耐心及時間，而且需要藍綠朝野摒除誤解，坐下來談，但如果只是談錢，地方繼續超抽地下水，再編600億元、甚至6000億元，也沒有用。
李鴻源1日出席中央警察大學校慶暨開學典禮，對於民眾抱怨治水及基隆8月3次淹水災情等問題，並指責基隆市府太消極，李鴻源受訪時則表示，基隆是狹小且靠山的山城，基隆總合治水觀念相同，但用的方法跟南部縣市方法不同，這些事情，他不認為基隆市府有能力解決，這是要中央極力來協助。
李鴻源並強調，救災與治水是兩件事，若都放在一起，專業就不見了，重點是要如何降低災民財產損失。李鴻源還說，治水是快不得，要有足夠的耐心及時間，但很多法規都卡住，希望這次是最後一次，大家得到教訓，也希望朝野藍綠坐下來談，若只是談錢就沒解。
他還說，很願意將長期推動的治水專業提供出來，並跟地方首長溝通，但這需要他們的配合及龐大的協調機制，大家也要放下成見，若只是談錢，地方再繼續超抽地下水，再編600億元、甚至6000億元治水預算也沒用。
