海基會副董事長高孔廉曾參與陸委會前身大陸工作會報，之後轉任海基會，擔任負責實質業務的秘書長要職，是兩岸談判的老將。

高孔廉從事兩岸事務非常久，早在行政院研究發展考核委員會副主委期間，高孔廉就與時任研考會主委的總統馬英九負責行政院大陸工作會報執行工作。大陸工作會報後來演變為現在的行政院大陸委員會，高孔廉參與擬訂、規劃，並擔任陸委會成立後的第一任副主委。

在陸委會期間，高孔廉參與「九二共識」的形成、促進第一次辜汪會談，兩岸大事幾乎無役不與，豐富的經驗使他成為兩岸談判過程中不可缺少的要角。

2008年兩岸融冰，高孔廉與前海峽交流基金會董事長江丙坤進入海基會，重新建構兩岸交流業務，高孔廉施展長才，備受倚重。

海基會在5年間完成兩岸19項協議，將兩岸談判往制度化方向推進，高孔廉功不可沒。

1944年出生、70歲的高孔廉，近年多次表達辭意。2012年江丙坤卸任，高孔廉跟進遞出辭呈，馬總統數度致電慰留，當時高孔廉接受中央社訪問時說：「做了24年，想休息了」。

如今，高孔廉以生涯規劃為由再提辭職，預訂在春節與台商道別後，離開副董事長兼秘書長崗位。不過，他未來在推動兩岸事務上，是否另有重用，仍待觀察。

雖經多次慰留，海基會副董事長兼秘書長高孔廉因個人生涯規劃，已遞出辭呈，擬在春節後2月6日離職。

海峽交流基金會副秘書長馬紹章表示，高孔廉原本在2012年、前海基會董事長江丙坤卸任後即提出辭呈，但經決策高層及海基會董事長林中森一再慰留，決定暫時留任。

去年高孔廉再萌生辭意，希望藉中秋聯誼期間與台商道別，但又在林中森強力慰留下作罷。

近來，高孔廉又再度表達請辭意願。他認為，從事兩岸工作已26年，眼見兩岸關係朝向和平發展方向穩步邁進，自覺完成階段性任務，加上另有生涯規劃，擬在春節聯誼會與台商道別後，離開海基會副董事長兼秘書長一職。

在高孔廉堅持下，林中森勉予同意，等2月海基會董監事會議通過後，即可生效。

為表彰高孔廉在海基會5年多來的貢獻，海基會將請陸委會報呈總統馬英九，授予勳章。
