橋斷路不通 高市山區交通難

「路不通、山上就像孤島。」桃源區公所主任秘書高美圓說，高中里和勤和里對外交通中斷，所幸存糧無虞。

除了桃源區之外，那瑪夏區的道路也因土石坍塌，橋斷路不通，區長白樣．伊斯里鍛今天表示，有多座溪底便橋涵管被沖毀，台21線主要對外交通受阻，如果民眾有急事要到市區，唯一的道路是走嘉義129線或台南179線，繞行的時間約4個小時。

白樣．伊斯里鍛希望公路總局趕快規劃一條台21線的永久廊道，逐年編列預算開闢，才能免居民飽受橋斷路不通之苦。

潭美颱風帶來豐沛的雨量，使得原本鬆軟的土石受到沖刷滑落，坍塌，橋斷路毀。白樣．伊斯里鍛說，要修護斷橋難度很高，目前河川水流還很湍急，工程單位要埋設涵管也有難度。

高美圓說，撒拉阿塢橋和塔羅留便橋中斷，已讓台20線受阻。她說，高中里和勤和里民暫時無法外出，只能等待公路總局修護，她預估3至5天的工期才能暫時搶通，不過，地基流失之處，要修護道路恐怕也不容易。她表示，所幸山上安全存糧都有2至3星期，飲食暫時無虞。

公路總局第三區養護工程處甲仙工務段統計，道路橋毀包括，台20線撒拉阿塢橋橋台引道被沖走、台21線五里埔到那瑪夏便道沖毀，台20線桃源區往復興里的道路沖毀，台20線勤和里到復興里的便道沖毀，台20線塔拉拉魯芙橋橋台流失等。

公路總局表示，已在搶修，不過，仍要視天候狀況才能順利施工。

國務院：對台軍售 有助台海和平

美國國務院發言人莎琪今天表示，美國提供台灣必要的國防軍備，讓台灣有足夠自我防衛能力，符合美國對台灣關係法的承諾，這個長期存在的政策也有助於維護台海和平與穩定。

國務院發言人莎琪（Jen Psaki）今天在例行新聞簡報中做出上述表示。她強調，美國基於美中三個聯合公報與台灣關係法的一個中國政策並沒有改變。

大陸媒體報導，中國大陸國防部外事辦公室主任關友飛20日在華府表示，大陸國防部長常萬全針對美國對台軍售問題提出，如果美方停止對台軍售，中方可以考慮調整軍事部署，並建議中美雙方成立工作小組討論對台軍售議題。

依據莎琪的談話，儘管中國大陸在有關對台軍售議題上對美國施壓，但美國行政部門態度並未有任何鬆動的跡象。

林杰樑食安志業 遺孀來延續

林口長庚醫師林杰樑猝逝，家人決定成立食品安全實驗室以及協會，不接受財團資助，客觀超然監督食品安全，延續他的志業。

林杰樑遺孀譚敦慈指出，林杰樑走得太匆匆，身後許多事情沒有做完，收來的一些檢體尚未做實驗，還有一些手稿來不及整理，這些就由弟子和她來替他完成，請社會大眾給她時間，一步一步來。

譚敦慈表示，打算先成立食品安全實驗室，台灣大學公共衛生學院副教授吳焜裕等學界友人都表示支持。由於林杰樑生前不接受商業贊助，所以這個實驗室也不接受財團資助，以維持客觀超然。

她說，某些檢驗業者會先加熱食品檢體，再上機檢驗，得到的結果當然令客戶很滿意，卻也和民間團體驗出不合格的情況大相逕庭；她規畫的食品安全實驗室要花錢建置，卻一定要獨立運作，將優先關注學童吃的食物安不安全。

此外，她表示，現階段財力有限，不足以成立基金會，只能先成立社團法人、協會，將專注於食品安全議題，也提供一個平台，讓林杰樑的弟子等人能夠透過協會對外發聲，提出食品安全相關見解。

林杰樑臉書粉絲團也繼續存在，譚敦慈說，林杰樑生前發表過很多文章，他不僅口頭回答記者問題，也會把問題與回答整理清楚，寫成衛教文稿，還有很多手稿沒有發表，她將整理出來，不定期在臉書發表。

過去總站在後面支持林杰樑的譚敦慈也決定接受演講邀約，傳達食品安全訊息及她丈夫的理念。

林杰樑因為牛樟芝事件，逝世前還收到業者提告文件，譚敦慈說，其實很多都被她擋掉了，林杰樑說出事實，有人恐嚇威脅，她覺得不平、也不能忍受，「都被我嗆回去了」。

譚敦慈與林杰樑牽手30年，是生活也是事業上的夥伴，她向來把家裡打掃得一塵不染，仔細洗蔬果，親手料理三餐，讓林杰樑在家洗腎、安心用餐，不時開車載著林杰樑上節目，為的是讓林杰樑有多一點時間休息，現在挺身而出，繼續丈夫未完成的志業。
