大陸招商銀行前行長、現任香港永隆銀行董事長馬蔚華22日受邀在三三會演講時指出，台灣要發展成離岸人民幣中心，太有機會，台灣擁有得天獨厚的優勢，包括台灣有兩岸關係、貿易投資、人民往來頻繁及累積快速的人民幣資金池等，他更預估，今年台灣人民幣存款規模上看1500億人民幣。
馬蔚華22日以「兩岸金融市場發展的經驗與看法」為題，發表演講。他指出，大陸經濟轉型過程中，離岸人民幣與跨境金融是兩岸應該共同面對，而且具有商機的部分，人民幣國際化進程很快，但要成為國際貨幣仍有一段漫長過程，倒是台灣要發展離岸人民幣中心，太有機會。
馬蔚華說，雖然倫敦、新加坡、法國等地都積極想做離岸人民幣中心，但台灣擁有得天獨厚的優勢，包括在於兩岸關係、貿易投資與兩岸人民往來頻繁，尤其繼貨幣清算協定之後，兩岸正在洽談貨幣互換協議(swap)，目前與大陸已簽署的swap規模，最大的是香港的4000億人民幣、韓國3600億、新加坡3000億，他認為，台灣未來swap規模肯定會超過韓國，可能會和香港差不多。
不僅如此，馬蔚華說，台灣開放人民幣存款業務第一天，存款就超過10億人民幣，1個月內累計存款金額更超過英國倫敦１年的人民幣存款量，目前台灣人民幣存款約700多億，他更預估，今年台灣人民幣存款的規模會上看1500億人民幣。
此外，馬蔚華也提到，台灣與大陸的貿易總額將近1700億美元，台灣對大陸的順差高達800億美元，台灣對大陸的投資也有600多億美元，這些條件都有助台灣成為離岸人民幣中心。
