潭美颱風逆轉 往台灣前進

中央氣象局表示，今天凌晨輕颱潭美在鵝鑾鼻東南東方790公里海面，預估今天開始逆時針方向前進，將撲向台灣北部。

氣象局說，預估最快明天上午發布海上颱風警報，明天下午發布陸上颱風警報。

氣象局指出，輕度颱風潭美目前以每小時8轉11公里速度，向東北轉北進行，近中心最大風速每秒23公尺，瞬間最大陣風每秒30公尺，7級風半徑100公里。

氣象局表示，等到輕颱潭美開始往西北前進時，行進的速度就會加快，目前預估中心路徑將往台灣北部前進，請民眾注意相關颱風訊息。

氣象局說，西太平洋還有另一個輕颱皮瓦，兩颱風的中心相距很遠，不致於發生相互作用，皮瓦的路徑預估是往日本北部前進。

黃金市地值200億 閒置逾10年

〔自由時報記者劉榮／台北報導〕北市府財政舉債迭創新高，但超過十年未利用的市有地竟有五十四筆，其中不乏位於大安區、大直等黃金地段。市議員批評，閒置土地以市場用地、老舊眷舍及機關用地為主，許多土地閒置當平面停車場，若及早開發，可為市庫帶來大筆收益，價值逾兩百億。

延吉平宅每坪百萬 建蔽率未過半

攤開財政局列管的土地清冊，不乏黃金地段，以大安區延吉平宅現址為例，基地近一千三百坪，隱身每坪兩百萬元的豪宅中，公告地價每坪約一○五萬元，容積率屬於住四用地，市價至少兩百五十萬元，但只蓋了五層樓，使用的總樓地板面積不到一半，住戶則都是社會局安置的中低收入戶。

而大直北安路培英市場預定地占地近九百坪，公告現值每坪八十五萬元，市價至少兩百萬元，從七十七年取得至今，只有近幾年做臨時停車場使用。

財政局統計，從八十九年列管至今，「未利用」的土地就有十二筆，面積約一萬七千三百多平方公尺，至於被列為「低度利用」，也就是等待都更、配合改建的土地，也有四十二筆，面積三萬一千五百多平方公尺，總計公告地價逾八十五億元，按照市值保守估計兩倍來算，這些超過十年未利用的土地價值至少兩百億元。

議員：任舉債飆高 竟不善用市地

市議員劉耀仁表示，北市府不論舉債或預算金額，連年迭創新高，但二○○三年ＳＡＲＳ結束後，卻未趁著北市房地產走勢最好的「黃金十年」，妥善利用這些市有土地，以閒置未利用土地最多的市場處而言，光是市場用地就有九千平方公尺，相當於三千坪土地完全沒利用，這些土地公告地價現在就有十八億元。

市場處長王三中表示，市場用地目前都已通過都市計畫變更，規劃做為公營住宅及其他用途，只是尚未動工，所以土地還掛在市場處名下；社會局則表示，延吉平宅未達建物使用年限，短期內無改建必要。

財局：舊舍仍住人 拆除恐會損鄰

財政局表示，低度利用的土地多屬老舊宿舍基地，舊房舍內仍有合法現住人申請遷讓搬遷，部分眷舍也因為建物老舊拆除可能影響鄰近建物結構安全，目前只能維持現況列管。
