本周全球「最大事」，就是周四美國聯準會在公布7月會議紀錄，與全球中央銀行年會的舉行，台新投顧董事長吳火生預估，台股繼續在7,800～8,200點之間進行盤整；而上周五台股在收盤前是跟隨陸股早盤大漲而走升，然而此為光大證券「烏龍指」事件，加上當天美股仍收黑，預估今天台股開盤會做反應。

上周五主計總處公布GDP數字，今年全年預測值雖下修至2.31％，但此一數據早已在盤面上反應，而且下半年也呈逐季成長、明年上調為3.37％，因此吳火生預計GDP對今天的盤面成中性影響；而明天起又接續有7月外銷訂單、零售銷售與工業生產值等數據公布，預估外銷訂單與工業生產呈小幅回升態勢，而零售銷售則因中元節則表現稍好，但應也不致對股市造成太大的變化，因此本周在基本面變化上，仍是以QE為盤面重點。

技術面上，由於上周五台股開始做跌深反彈，預估指數區間仍在7,800～8,200點間盤整，並且形成三角收斂，三角收斂的中間值估在8,050點附近，以時間推算，也約落在9月中旬左右，正好配合Fed公開市場委員會FOMC利率會議對QE有明確的決議，再看明年經濟預估多為向上走勢，預期9月中之後新一波的景氣行情有機會啟動。

在此之前，預計台股是以電子股做為盤面重點，主要是自上周五已見電子成交比重已達63％、為7月22日以來高，其中的亮點仍在蘋果概念股：蘋果股價在上周五又創本波段新高、以502美元作收，加上台廠相關概念股如軟板廠7月營收上升，特別是股王大立光（3008）將在周五除息17元，蘋果概念股預計仍為盤面焦點。

中長期上，除了兩岸4G題材的網通與光通訊族群可以留意，不妨觀察金融股表現，因為除了短線進入密集法說會，市場利率已向上走升，企業開始轉向銀行借款，台塑集團就是指標，而且現金股息在第3季起陸續入帳，都使得金融業在未來一、二個季度都有不錯的獲利表，此外，基期低的個股仍有跌深反彈契機。

中國大陸資深律師兼法學教授陳有西針對薄熙來案表示，大陸法庭雖有權傳喚任何與案情相關者作證，但他不大相信薄妻谷開來22日會出庭作證；而審判過程全程直播的可能也不大。

英國廣播公司（BBC）中文網引述陳有西說法指出，依大陸法律，法院雖然不能強迫谷開來出庭指證丈夫薄熙來，但可以傳喚「所有了解情況和熟悉真相的人」出庭作證。

陳有西表示，身為薄熙來的妻子，谷開來應該對夫婿濫用職權和行賄、受賄的很多情況與真相，都有了解及知情。不過，對於谷開來是否會在薄案22日開庭時出庭作證，他個人「不大相信這種事情會發生」。

中共前重慶市委書記薄熙來將於22日上午8時30分在濟南法院第五法庭公開受審，已引起全球媒體高度關注，勢必吸引眾多媒體前往。陳有西對此表示，鑑於薄案的特殊性，法庭選擇多大的法庭開庭，即可判斷將開放多少人旁聽。

報導指出，有陸媒提到，第五法庭是濟南中院面積最大的法庭。陳有西說，如果院方選擇可容納幾百人旁聽的法庭審案，那麼大陸國內及國際媒體，以及有興趣的法律學者及民眾，就可能有機會進場旁聽。

不少大陸網友主張，22日薄案審理過程應該透過電視現場直播，但陳有西認為「可能性不大」。

他指出，大陸法律制度、科技、電視轉播及網路直播等條件，都比審判「四人幫」時好得多，「但是我們現在的思想觀念，比那個時候還要保守」，「這是一個問題，是一個錯位。」
