降級懲戒 柯文哲批政治鬥爭

〔自由時報記者黃以敬、邱宜君／台北報導〕司法院公懲會針對愛滋器捐案，對台大醫師柯文哲做出降兩級改敘的懲戒處分，人在波蘭的柯文哲昨日透過簡訊發表三點聲明指出，對於受到愛滋器捐案無辜波及的受害病患及家人，深感歉意，但他也指出，司法院公懲會無法真正釐清真相就算了，若以此事做為政治鬥爭的工具，才是台灣的大不幸。

柯文哲聲明指出，「公道自在人心，柯文哲個人可以為整起事件背起所有責任，但一個人扛並不能解決所有台灣器官移植制度的缺失，希望包括所有相關單位及個人都應誠實面對自己所犯的錯誤，才能在未來對台灣器官移植建立完善的制度。」

部分台大醫師表示，柯文哲設計台大器捐制度，當制度出現瑕疵，他選擇一肩挑起責任，讓協調師和醫師倖免於難。相較於洪仲丘案長官都推給下屬，還有顏清標、張通榮裝傻反而沒事，柯文哲是公務體系裡，難得講真話、勇於承擔的人，卻反而被落井下石，讓許多同事都感到非常不忍。

基隆最鮮 假豬頭祭中元

在許多老一輩人記憶中，參加廟會或中元普渡，免不了「大豬公咬橘子、鳳梨」等景象，新北市三峽以往也有賽豬公的習俗，近年來飽受動保團體抨擊，為顧及人道、環保考量，民間開始用「假豬頭」祭拜，成為舊習俗、新祭祀做法的新奇畫面。

每年新北三峽賽豬公，是當地年度盛事，各家豬隻「競肥」，台斤數最重的豬隻可被廟方封為當年「特等獎神豬」，近年遭動保團體抨擊是「沒愛心」、「不人道」的虐待動物比賽，當地主管機關陷入兩難，希望能找到可以讓鄉親安心祭祀、又兼顧人道愛護動物的做法。

基隆的中元祭全台知名，歷史長達100多年，每年由不同姓氏輪流主普，成為當地最隆重的祭祀大典，當地業者腦筋動得快，知道血淋淋的大豬頭擺在桌上，可能會嚇到小孩，不論衛生或是人道問題都將成為話題，甚至招致批評。今年推出「假豬頭」、「假羊頭」販售，頗受好評。

製作「假豬頭」劉姓業者表示，在大型祭祀場合，想要遵從古法用大豬公拜拜，買整隻豬公所費不貲，其次，社會文明，不少人對於豬隻頭上被插滿香的模樣，也是頗有微詞，加上電宰法過關，民眾顧慮衛生，對於肉品的要求也高，不太敢吃在外祭祀過的生肉，今年開始推行「假豬頭」，沒想到賣得不錯，其中以社區、公司團體普渡為購買大宗。

購買「假豬頭」的某管委會主委說，往年都買整隻豬回社區拜中元，拜完豬隻的處理就很麻煩，「豬頭」也不知道怎麼處理，最後請豬販幫忙剁宰，十分費事。今年，第一眼看到假豬頭，就愛上了「牠」，也算是在中元節不殺生、稍稍積德盼能有福報。

「假豬頭」價格不貴，依大小1隻200至400元不等，比起動輒上千甚至上萬元的真豬價格，可謂「物美價廉」。

「好兄弟幫忙」 公墓前攔逮酒駕

夜路走多總會遇到鬼。46歲美籍男子馬哲漢，昨凌晨酒駕拒檢，與警方從市區騎車追逐20公里到文山區；正值農曆7月，員警默念請好兄弟幫忙抓壞人，果真在富德公墓將人攔下，馬哲漢竟仗人高馬大攻擊員警，警方開槍擊中他雙腿逮人。由於酒測值高達0.56，將依公共危險及妨害公務罪嫌究辦。

這名酒醉美籍男子馬哲漢，今年4月以工作簽證來台在北市某補習班教美語，空閒時間常到中正區羅斯福路的「左輪手槍」夜店喝酒。

美籍男師 拒檢狂飆

昨凌晨3時許，馬從「左輪手槍」喝完酒，騎車準備離去，碰巧與騎警車巡邏的南昌所員警吳文德和李治頡擦身而過，2員聞到他全身酒味，開警示燈追人。

不料，馬哲漢違規騎過羅斯福路與愛國東路口斑馬線，從羅斯福路往南行駛，至南海路口等紅燈時，2員以英文「PULL

OVER」（靠邊停）要求馬停車受檢，但馬置之不理，反而加速迴轉，騎車飛奔，與員警展開近20公里的飛車追逐。

甩不掉警 迴轉衝撞

追捕過程中，馬的背包掉落在金山南路上，李員停車撿起查看有無違禁品，吳員繼續由後追趕，雙方以7、80公里速度在街頭巷弄奔竄追逐。期間，馬多次左拐右彎或急煞迴轉，都甩不開吳員追捕，最後從信義區崇德街往山區急駛，直到崇德街、研究院路與木柵路5段3叉路口時，馬突然迴轉，撞向在後方的吳員，將吳員連人帶車撞倒。

吳員表示，附近就是富德公墓，入夜後人煙罕至，他心中默念請「好兄弟」幫忙抓壞人，但馬發狂般將他撞倒後，試圖騎車逃離，他趕緊衝上前把馬撲向路邊，雙方扭打一團。

強悍襲警 中彈就擒

他說，馬的身材明顯比他高大，他敵不過馬猛烈的攻擊，曾退到一旁以無線電呼叫支援，又被馬動手搶走無線電，他再拿出警棍揮擊反制，連警棍都打彎，馬卻毫無疼痛畏懼，繼續攻擊他，他被迫掏槍朝馬的下半身開1槍，子彈貫穿馬的右大腿再擦過左小腿，才讓馬癱倒在地。

馬中槍倒地仍作困獸之鬥，以路邊木棍扔擲員警，最後才被趕來員警聯手制伏送醫，目前仍戒護治療中。
