監聽就竟是否有正當性？日前特偵組涉嫌違法監聽國會總機，朝野立委同聲抨擊；調查局在上周破獲一起近20年來最大的海洛因毒品案，法務部長羅瑩雪15日前往市調處獎勵緝毒人員。她表示該案能破獲，是經過3年的監聽才能順利完成，因此認為監聽乃必要之惡仍有其必要性，但卻不仍浮濫。

特偵組涉嫌違法濫權監聽，甚至連立院總機也不放過，外界質疑特偵組的申請監聽太過浮濫，引發社會一陣批評。也因為如此近來法院對於監聽票的核發日趨嚴謹，羅瑩雪希望法院能回歸合理的狀況，針對個案來審酌。

羅瑩雪坦承，近來因為監聽引發負面影響，對於監聽票的核發更加嚴格，因此對於查緝犯罪多少受到影響，尤其不少毒品案的繼續監聽都遭駁回，因此影響到偵辦，她認為檢方在聲請監聽票時，應將理由敘述的更詳細，讓法官認為不是浮濫要求而是有其必要。

至於立法院長王金平日前表示，婉拒檢察官評鑑委員會的約詢，並認為檢評會干預國會，羅瑩雪表示「尊重他的意見」。

台北市今年舉行第9屆牛肉麵節，卻遭議員指控疑似圖利廠商。議員黃平洋15日質詢時指出，牛肉麵節一共推薦民眾96家店，其中竟有40家是某知名水餃連鎖店，此外一個活動竟花28萬元連續舉辦4場記者會。對此北市商業處黃以育回應，會追查委辦單位是否有缺失。

黃平洋表示，台北牛肉麵節去年人氣下滑、成效不佳，北市議會財政委員會評估後建議停辦，沒想到政府今年一意孤行，又砸300萬舉辦同樣活動。

離譜的是，負責廠商和去年是同一家，臉書也沿用去年的，同時還指定使用澳洲牛，黃平洋不滿的說，為何不使用台灣黃牛？難道台灣的東西比較不好嗎？

黃平洋還指出，牛肉麵節印製廣告文宣，向民眾推薦共96間店家，但經過追查，其中有40家竟是某知名水餃業者，其中台南所推薦的5家店，竟然全部都是，黃平洋質疑，難道台南沒有好吃的牛肉麵？其他知名的牛肉麵店為何一家都沒入選？質疑根本是圖利特定業者。

此外議員戴錫欽、秦慧珠也質疑另一個「台北潮便當」活動，裡頭52間被推薦的店家中，竟有10家是知名魯肉飯連鎖店，另外還有家日式餐廳的透抽便當，明明業者已無此商品，文宣上竟宣稱便當被消費者「秒殺」，秦慧珠認為這樣的做法完全是欺騙消費者、涉及廣告不實。

北市府產發局長黃啟瑞表示，會追查牛肉麵節的委辦單位是否有疏失，若有問題一定會究責。但牛肉麵節能帶來產值、提升消費，是否停辦他認為有待討論。

台北潮便當活動部分他則解釋，裡頭52家餐廳都是由民眾推薦，再由行銷公司嚴選，最後徵得業者同意才會刊登，產發局會針對議員指正部分進行查證，若真的有錯誤訊息會更正，並考慮日後不與負責活動的行銷公司合作。

●研究指出 睡覺太早太晚都傷身

睡眠長短可以影響壽命，睡覺習慣也能透露健康秘密。澳洲雪梨大學和英國利物浦大學的研究顯示，不同睡眠習慣不僅會影響個性特點，還會影響腰圍、痛覺及癌症風險等。

1.壓力大的人早睡早起更易疲勞。
一般認為，早睡早起身體好，但英國薩里大學西蒙·阿科爾博士表示，如果這些人心理壓力大，反而更易疲勞。美國疾病預防控制中心建議，壓力大的人每週最少拿出兩天做有氧運動，如打球、快走、慢跑等，放鬆心情。

2.常熬夜的人更易發胖。
研究發現，早睡早起的人往往在起床後半小時吃早餐；常熬夜的人更可能在半夜大快朵頤，這種不同會影響新陳代謝速度。英國牛津大學睡眠專家盧梭·福斯特教授則認為，缺乏睡眠容易造成瘦素分泌紊亂，導致發胖。

3.常熬夜的人記性差。
常熬夜的人「快速眼動睡眠」質量不好，而「快速眼動睡眠」有助於大腦整理白天的經歷、強化記憶。研究顯示，連續兩週每晚只睡6小時的人，短時記憶會受到影響。建議每晚睡夠7~8小時，身心更健康。

4.常熬夜的人易疼痛。
英國南安普頓總醫院類風濕專家克里斯·愛德華茲博士表示，常熬夜的人醒來後會覺得關節疼痛、僵硬更嚴重。因為在凌晨4點左右，人體會釋放抗炎因子，減少疼痛、緩解僵硬。常熬夜的人往往會錯過這一過程。李濤平建議，喜歡熬夜的人除盡量改變作息外，若不得不熬夜，可多吃新鮮蔬果、注意保暖，以緩解疼痛。

5.常熬夜的人易抑鬱。
英國睡眠專家丹尼爾·斯坦利博士表示，常熬夜的人患抑鬱症的機率會更高。另有研究顯示，長期失眠者患重度抑鬱症的機率，比睡眠良好的人高4~5倍。心理諮詢師認為，由於缺乏睡眠時體內壓力激素會增加，所以偶爾睡眠不足就會令人精神不濟、心情變差。建議熬夜的人次日補覺時間別太長，平時多鍛煉，有助於精神愉快。<

6.常熬夜的人更容易打鼾。
美國賓夕法尼亞大學研究發現，常熬夜的人睡覺時更容易打鼾，這與他們體重超標有關。打鼾原因很可能是睡眠呼吸暫停綜合徵，可導致全身損害。如果常熬夜，又打鼾嚴重，需及時去醫院檢查，確定病因並治療。

7.睡眠習慣隨年齡變化。
10歲後，人開始逐漸睡得更晚，常熬夜的生活習慣在男性20~21歲、女性19歲時達到巔峰。德國慕尼黑大學時間生物學教授蒂爾·羅尼伯格表示，青少年是「自然的常熬夜者」，父母應允許孩子週末多睡睡；青春期之後，由於激素變化，男性比女性更易成為夜貓子。再隨著年齡增長，睡眠時間會逐漸縮短。(來源)

餐廳名稱：353汕頭香Q麵(總店) 消費時間：2013年10月 地址：高雄市鹽埕區新樂街221-1號 電話：07-551-6333 營業時間：18:00~1:00 每人平均價位：50 推薦菜色：乾麵類 餛飩湯 豬舌冬粉 切仔料的魚皮 無音樂網誌好讀版: http://mikageyoru.pixnet.net/blog/post/273193664 高雄鹽埕真的很多古早小吃! 某天下班後約老媽吃晚餐, 原本要去的小吃店沒開,我們倆就這樣騎車繞呀繞的, 誤打誤撞繞進了這間353汕頭香Q麵. 353汕頭香Q麵位在鹽埕區知名古早味店林立的新樂街上, 不過是過七賢路,靠鼓山路的那頭. 除了大大的黃色招牌,第二顯眼的大概就是這個半露天餐車, 除此之外這種小吃店也沒甚麼特別的裝潢了(攤手) 切仔料們. 跟隔幾條街的知名切仔料店阿進切仔麵相比,擺得非常稀疏. 店六點才開,我們六點半到店裡應該不可能只剩下這些吧?! 不知道點完店家還會不會再補貨就是... 麵條. 乍看之下以為是普通的手工拉麵. 不過,仔細一看,發現它的形狀更圓一些. 老闆自豪地說這是他們家麵的特色,等下煮好就知道 吃起來軟但又很有Q勁. 那就拭目以待吧~~ 店內除了切仔料之外的其他菜單就在這啦! 主食有三大類,乾麵,冬粉類和飯.基本上,不討厭中式小吃的人, 應該都可以在這裡找到至少一樣你要的主食吧! 這天和老媽都有默契地不想吃飯,決定點個麵和冬粉來試試. 等待麵食上桌的同時,先去叫了切仔料.來這種小吃店, 最精彩的就是小菜嘛~我們拿了滷蛋,虱目魚皮和粉腸. 滷蛋和粉腸吃過就忘了,但這個虱目魚皮可真是讓人留下深刻的印象 鮮嫩的魚肉附在滑溜的皮上,用滾水汆燙過,直接吃就十分鮮甜! 早知道這盤就叫滿滿的魚皮了~ 這可是高雄鹽埕旗津最愛的沾醬-薑末甜醬油膏! 非常南部人的甜口味吃法, 汕頭香Q麵還變化地放了一點芥末在旁邊, 魚皮沾這個醬也很搭喔! 燙青菜,這天燙的是地瓜葉. 嗯...很傳統的麵店燙青菜作法, 青菜燙好後拌上豬油和肉燥. 色澤很美麗,吃起來也很可口, 就是油亮油亮看起來熱量頗高(笑). 接著是我的主食,麻醬乾麵. 送來時麻醬就已和麵拌勻, 上方簡單地放上豆芽菜和兩片台式叉燒肉. 不過因為拌勻這個動作是將麵放入碗公才拌, 整個碗的旁邊看起來髒髒的,沒那麼美觀就是. 加了一小匙辣油,再將麵拌一下,簡單地夾了一小口, 嗯...好好吃! 這是我在高雄找到合意麻醬麵第二名! 最主要就是353汕頭麵也掌握了我喜歡的麻醬麵訣竅-麻醬不膩口鎖喉. 好的麻醬麵,麻醬不需加太多就有足夠香氣, 而不是像某些店的麻醬麵, 上面的整坨醬拌也拌不開,一吃整團年在喉嚨裡. 麵體部分也真如老闆說的, 雖然不粗但非常有Q勁. 媽媽點的豬舌冬粉,這裡的小碗真的都很大份量XD 切成條狀的豬舌肉,放上薑絲去腥提味. 豬舌切成這個厚度和長度恰恰好,咀嚼不需太費力. 豬舌肉也十分新鮮,應該是採用溫體豬, 吃起來彈牙鮮甜而沒有臟器的腥味. --------------------一個星期之後的二訪文----------------------------------- 和老媽一訪覺得汕頭麵表現不錯, 後來某天晚下班, 決定一個人在這裡解決晚餐. 上一次看很多人點肉燥飯,便想說換個口味也來試試. 不過上桌時還真是驚到,閃閃發亮的豬皮,回~死~了!!! 這碗飯應該改名叫豬皮飯了XD 其實我不討厭豬皮,甚至叫我切盤點我都願意. 不過整碗飯都是滷過的豬皮,縱使飯上淋了鹹香的滷汁, 吃到最後還真的有點膩. 總之這碗肉燥飯比起麵,沒那麼得我心. 飯的份量比麵小多了,點了碗餛飩湯讓自己比較有飽足感. 這裡的餛飩湯真的好佛心,一碗30元,裡面有六顆不小的小餛飩. 之前聽大家都只介紹麵,沒想到汕頭香Q麵的小餛飩也是一絕! 餛飩皮薄,粉紅色的肉餡非常鮮美. 湯頭則是簡單地放了冬菜和芹菜末, 味道很清淡, 吃完肉燥飯來一碗這個很解膩呢! 在高雄看過很多汕頭麵的招牌,後來問老闆, 老闆說汕頭麵是一種麵條的做法.但醬汁和口味 則是每間店都有自家配方. 對我來說, 這間353汕頭香Q麵的口味, 十分合我喜歡的乾麵口味啊! 某些切仔料也很有特色(配上薑末甜醬油膏更好吃) 推薦這間鹽埕區的古早味老店給大家囉! -- 永遠都充滿活力的 Love & Fight! http://www.wretch.cc/blog/mikageyoru -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 114.27.194.242 ※ mikageyoru:轉錄至看板 Kaohsiung 10/16 07:22
